A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
AMENDING THE HOSPITAL AREA SPECIFIC PLAN
OF THE GENERAL PLAN OF THE CITY OF SANTA MONICA
WHEREAS, an application for a General Plan Amendment was filed by a
property owner pursuant to Santa MOnica Municipal Code Section 9 04 20 18 080(c),
and
WHEREAS, the application requested amendment of 12 Hospital Area SpecifiC
Plan Objectives as well as modrficatlon of the document's background text regarding
Saint John's Health Center, and
WHEREAS, a Notice of Completion of a Draft EnvIronmental Impact Report
prepared for the Saint John's Health Center Development Agreement, which Included
analYSIS of the Hospital Area Specific Plan amendments, was published on September
3,1997,and
WHEREAS, the Draft EnVironmental Impact Report was circulated for a 45-day
public review period, and
WHEREAS, In December, 1997, the Final EnVironmental Impact Report was

WHEREAS, on December 8, 1997, December 10, 1997, December 13, 1997,
January 14, 1998, January 21, 1998, and January 28, 1998, the Planning Commission
reviewed and conSidered the Hospital Area SpeCific Plan amendments and the Final
EIR In ItS decIsion-making process on the Saint John's Health Center Development
Agreement, and
WHEREAS, on January 28, 1998, the Planning Commission recommended to
City Council adoption of the Hospital Area SpeCific Plan amendments and certifIcation
of the Final EIR, and
WHEREAS, In March, 1998, the City Council reviewed the Hospital Area SpeCific
Plan amendments, and
WHEREAS, the proposed Hospital Area SpeCific Plan amendments are
approprrate to prOVide consistency between the Hospital Area SpeCific Plan of the
General Plan and the Development Agreement for the property, and
WHEREAS, the proposed Hospital Area SpeCific Plan amendments are
consistent with the Land Use and Circulation Element and with the other Elements of
the City'S General Plan

Hospital Master Plans
The following section summarlzes the goals and development
plans stated in the Master Plans of the two hospitals. ThlS
summary represents the hospitals' expectations and deslres
for future development, and does not necessarily reflect the
policy goals of this Plan, or bind the hospitals to the
particular development descrlbed in this section.
Saint John's HosDltal and Health Cepter
Salnt John's Hospltal and Health Center (SJHHC) is a 551
bed-facility and had a 1000-member medlcal staff and 2150
non-medlcal employees in 1984. Since 1984, the number of
employees have been reduced to 2105 (May 1988). Saint John's
current Iv emDlovs aDDroximatelv 1.330 DeoDle. Additionallv.
in 1995. two hundred sixty-four men. women and teenaaers
served as volunteers in 22 of Saint Johnls deDartments. The
streets bordering the hospital are Broadwav, 8.:::::t::. !'~~::i:;~
S8~1~~~~G, 20th Street, Arlzona Avenue, and 23rd Street.
SJHHC began to reassess the goals of the hospital in light of
changes in the health care environment about the same tlme as
the Clty of Santa Monica approved ltS new Land Use and
Circulatlon Elements. The Health Center organlzed a team
composed of staff and consultants and scheduled periodlc
reVlews wlth lts Presldent's Commlttee.
The lnvolvement of SJHHC wlth the hospltal nelghbors
consisted of three community meetings with nearby residents,
a speclal meeting with owners of buslnesses, and weekly
involvement with Santa Monlca Mld-Clty Nelghbors, a
non-proflt assoclation of resldents and nelghboring
businesses. City Plannlng staff also attended several of
these meetings. Salnt John's Hospltal and Health Center Board
of Dlrectors approved the Master Plan on November 16, 1984.

The Master plan covers the corporate background of the
hospital, the plannlng process, the external health care
environment (issues affecting health care), community needs,
servlce and resources, property and slte, space needs, Master
Planning issues, the Master Plan itself, and Phase One
development.
Phase One development plans identify specific project goals
to be addressed over the next flve years. Near-term projects
lnclude:
. parklna - In the Master Site Plan at 1984 a traffic and
parking study concluded that SJHHC needed 1,000 parklng
spaces for its 2,150 employees. The Master Slte Plan
proposed to resolve the parklng problem lS a way that
was affordable to SJHHC and acceptable to the local
communlty. It proposed to build a multi-level parklng
structure at 23rd Street and Arizona Avenue together
wlth a surface lot along 23rd Street as a way to resolve
its parking deflcit, estlmated ln 1984 to have been 270
spaces. The proposed structure would provide 700 spaces
wlthln the five level 45 I building. Surface parklng
along 23rd Street would provlde 100 spaces. Slnce 1984
changes have taken place.
In October 1987 SJHHC leased two floor in the Koll
Office BUlldlng together wlth 195 parklng spaces in the
new multl-level parklng structure now under
constructlon This space wlll be occupled ln August
1988.
In November 1987 SJHHC completed the demolition of all
the abandoned rental units along the west side of 23rd

Street between Arlzona Avenue and Santa Monlca Boulevard
and began the constructlon of a 255-space surface
parklng lot. The new lot was opened ln late February
1988.
By May 8, 1988 SJHHC had 2,105 employees utilizing 839
spaces at the following locations:

b. Parking Lot D on 22nd Street
c. Parklng Lot F on 23rd Street

In August 1987 CCSM and SJHHC began constructlon or
relocatlon of 17/28 units at three nearby sltes in the
neighborhood:
a. 1331 23rd Street
b. 1314 18th Street =
c. 1428 Berkeley St =
4 relocated units by SJHHC
6 new unlts by CCSM
7 new unlts by CCSM
By May 1988 17/28 units had been built or relocated by
both SJHHC and CCSM.
In June 1988 CCSM wll1 commence construction of the
remaining 11/28 unlts at 2121 Arlzona Avenue on a site
contrlbuted by SJHHC. Construction is expected to be
completed by April 1989.
Among the 28 controlled unlts, 6 wll1 be for low-income
familles (4 of whlch are deed restricted ), 21 for
moderate lncorne, and 1 at market rate (though still rent
controlled)
. Medlcal Office BUlldina In 1984 SJHHC planned to
develop a medical offlce building on its property at the
southeast corner of Twentieth Street and Arizona.
Constructlon of the building began in November 1985 on
the planned five story, 94,560 square feet bUllding with
365 parklng spaces. A certificate of occupancy was
issued in July 1987.
. Health Pavlllon - In lts Master Site Plan of 1984 SJHHC
proposed the constructlon of a Health Pavllion adJacent
to the Health Center along Santa Monica Boulevard WhlCh
would be a centralized focal pOlnt for providlng
ambulatory health care. At that tlme the plan called for
the constructlon of a flve-story building with gross
square footage of between 83,000 to 92,000 square feet.
S~nce that tlme, though inpatlent occupancy has declined
the demand for ambulatory care space continued to grow.
In 1985 SJHHC had to utilize a portlon of a parklng lot
as the site for a new Magnetlc Resonance Imaging Moblle
Unit. The nature of thls technology did not allow for
lts locatlon withln the eXlstlng bUlldlngs.

added pressures on hospitals to relocate technology into
freestanding settings. ThlS 1S adding to the pressure
for new space ln order for hospitals to be able to
survive by providing needed servlces in competltlon with
freestanding centers.
Accordingly, the Health Center now estimates that the
space needs for this ambulatory care Heal th pavil ion
will llkely exceed those orlglnal estimates. The Health
Center is now requested permlsslon to be able to build
up to six stories on its property along Santa Monica
boulevard which is immediately adjacent to the renovated
crltlcal care units, surgery suites and diagnostic and
therapeutlc service centers.
A detailed space program has not been completed for the
Health pavilion but the Health Center needs to be able
to maXlmlze lts development potentlal on its remalnlng
property along Santa Monlca Boulevard on its maln
campus.
. Operatlonal Efficiencles - In the Master Slte Plan of
1984 SJHHC proposed in Phase One of lts plan to resolve
existing facillty space problems that negatively impact
productlvlty and operatlonal efflclency. With the lease
of two floors in the Koll Building llmited
consolidations wlll take place that will allow greater
lnternal operatlonal efflclencles.
. Communltv Servlces In the Master Site Plan of 1984
SJHHC proposed to provide a facility for expanded Senlor
Health and Peer Counseling Center services in the
Wlndward School BUllding. The Center is currently
leasing 2,695 square feet from the Health Center 1n the
office buildlng at 2125 Arlzona Avenue. SJHHC will
vacate use of thlS buildlng when lt relocates eXlstlng
office uses ln the bUlldlng to the Koll BUlldlng In
August 1988.
In the Master Slte Plan of 1984 SJHHC proposed to
demolish the offlce building at 2125 Arizona Avenue ln
order to build 30 rental unlts on the site and to offer
the Windward School Buildlng for use by Senior Heal th
and Peer Counsellng Slnce that tlme plans have changed.

In May 1988 SJHHC filed an appl~cation for perm~sslon to
demolish the Windward School Buildlng and construct a
surface parklng lot for 107 spaces on that slte.
The Senior Health and Peer Counsellng Center may
continue to lease space at 2125 Arizona Avenue until the
Health Center makes a decislon on the future use of that
property.
In the Master Slte Plan of 1984 long-term bUlldlng
program needs were identified as follows:
a. Replacement Nursiqg Tower - The replacement nurs1ng
tower is not expected to be required for at least
another 15 years. If and when lt 1S required, the
Master Site Plan called for it to be built on the
site of the existing Mental Health Center. No
alternative plan has since been proposed.
b. Administrat1ve/Medical Off1ces - In the Master Slte
Plan of 1984 it was proposed that future
administratlve or medical off1ce bUlldings could be
developed on hospital property at 19th Street and
Santa Mon1ca Boulevard. At this date, no steps have
been taken to pursue thlS.
On Januarv 17. 1994. the Saint John's hosoltal buildinas
suffered mal or structural damaae as a result of the
Northrldae Earthcruake. The qQspital was temoorarilv closed on
Januarv 20. 1994. and re-ooened for outoatlent servlces only
on Februarv 13. 1994. re-oD~ned to inDatlent behavioral
medicine services on ADrll lB. 1994. and re-oDened as to all
other remainina services on October 3. 1994. In the weeks
followina the earthauake. Salnt John r s launched a strateaic
redeSlan lnltlative to create a new health center and
intearated health dellverv system for the 21st CenturY.
When the Northrldoe Earthauake occurred. Salnt John's had
already beaun to rethlnk its ~ealth care camous in reSDonse
to malor chanaes in the health care enVlronment. most
notably. the shift to outDat;lent care. The earthauake made
this effort even more uraent. as the Offlce of Statewlde
Health Plannina and Develoom~nt (OSHPD) issued an order
reauirina Saint John's. bv October 1999. to beain
construction which will lmorove the selsmlC safety of this

strateolC elements that are lnteoral to Salnt Johnrs vlsion
for health care deliverY in the 21st CenturY. Tq~~~

center for community health and wellness. This will be
accomolished on both sldes of Santa Monica Boulevard. between

THE PLAN [see HASP at pp. 47-63]
The followlng sectlon relates the Hospltal Area Speciflc Plan
(HASP) to each of the mandated elements of the General Plan
of the Clty of Santa Monica. The purpose of the seetlon 1S to
demonstrate how the Speclflc Plan carrles out the programs
and pollcles of the General Plan, lt llStS obJectlves to
achleve those goals and discusses how the Specific Plan lS
conslstent wlth the General Plan.
Land Use Element
Santa Monlca's Land Use Element was adopted in 1984 following
reV1Slons of the orlglnal document adopted In 1958. The City

chose to revise the document because of concern regarding the
accelerated growth and development pressure that occurred in
the Clty between 1975 and 1982. In 1981 the Clty Council
initiated a development moratorlum and appolnted several
citizen task forces comprlsed of residents and business
people to study the City1 s development policies and
development standards, and to make recommendations to the
Council on appropriate changes. After receiving the Task
Forces 1 recommendation, the Clty Councll lifted the
development moratorium and adopted interim development
standards. The City Council directed the Plann1ng Commission
to begin rev1sing the Cityrs Land Use and Circulation
Elements and the City began preparatory studies that formed
the technical background for the revised Elements in August
1982.
In November 1983, the Draft Land Use and Circulation Elements
were released for publ1c reV1ew and comment. City staff met
with various commun1ty groups to present and expla1n the
document, to answer questions and clarify intent, to receive
publ1C comments and to obtaln lnitial publ1C react10n to the
Draft Elements.
Between November 1983 and February 1984, the Plann1ng
Commission held five publlC hearlngs on the Draft Elements to
receive public comments. Between February and May 1984, the
CommlSSlon reviewed the Draft Elements and public comments,
and prepared lts recommendat1ons to the City Council. City
staff discussed the CommlSS1on t s recommendat1ons with
representatives of commun1ty groups durlng the summer of
1984. The C1ty Councl1 held two publlC hearlngs and approved
modifications to the Flnal Draft Elements, WhlCh were adopted
in October 1984.
The adopted Land Use and Circulatlon Elements establish
development controls and procedures for City land use
categories. The Elements also provlde the basls from which
Clty-w1de mitigat10n programs and zonlng changes wlll be
lmplemented. Two of the seven "plan princlples" 1n the Land
Use Element which serve to guide future growth and
development in the Clty are relevant to the HASP, and the
HASP 1 S lmplementatlon of these prlnclples wlll gUlde this
Speclf1c Plan toward achleving conslstency with the General
Plan:

The HASP guides hospltal growth toward areas that are best
suited to accommodate such growth and toward areas that will

ne~ghborhoods surround1.ng the hospitals by gU1.d1.ng hospital
growth toward parcels of land wh1.ch are commerc1.ally zoned,
rather than reS1.dentlally zoned.

In order to ensure the compatibility of medical uses
w~ th surround~ng land uses, for those Drooert~es not
covered bv a develooment aareement there shall be two
=~~~l~~~~~~ cateaor~es of CP Zonina districts within the
area. In the more ~ntensive ~~~:~l~~~~:::~ CP-5 district,
the allowable intenslty of major concentrations of
medical facilities will be a maximum of three stories
(45') and 1. 5 FAR, and with site review up to five
storles (70 I) and 2.5 FAR. The less intensive

stories (451) and 1.5 FAR wlth no s~te review.

All new development in the hospital area shall provide
free employee parking to emolovees who commute in

Santa Mon1ca Hosp1tal Medical Center shall, with1n five
years of adopt1on of the HASP, complete development of a
15,000 square foot park on the corner of Arizona and
16th Street.
Saint John IS Hospital and Heal th Center maintains a large
park-like area called the "North Lawn" Wh1Ch has several
speC1men trees and 18 approximately S8,888 41.300 square feet
1n area. The hospital also maintains a 16,000 square foot
courtyard and landscaped fountain area. The North Lawn is
located between 21st and 22nd Street on Ar1zona Avenue and
the courtyard 18 located southeast of the North Lawn 1n the
center of the ma1n hosp1tal campus. The following obJective
1ntends to ensure ~~2=2~~~t~~~ reolacement of the North Lawn
and addition of the C8~~~Y~~~ ~t th2~~ ~~~~~t~~5 l~~~ti~~~ new
Entrv Plaza:

Develooment Aoreement, Saint John's Hospital and Health

and Health Center rema1n 1n operat10n.
The follow1ng obJectlve lntends to encourage cooperat1on
between the School Dlstrlct and the Clty regarding reuse of
school property. Such cooperation is encouraged due to the
close prox1mity of McKlnley School to SJHHC, the inclus10n of
the school wlthin the Speclf1c Plan study area, and the
recent decline ln school enrollment.

The City shall work cooperat1vely w1th the Santa Monica
Mal1bu Unified School D1strlct to ldentify opportunities
for open space, recreation, and other public uses at the
McKinley school site should the school discontinue
operat10n.
In add1t1on to the above objectives, development ln the
Spec1flc Plan area wl11 also be sub] ect to the Housing and
Parks Mitigation Program of the Land Use and Circulation
Elements. ThlS program mandates that new office and medical
office development over 15,000 square feet or additions over
10,000 square feet pay a mitigation fee, provide low and
moderate income housing, or develop new park space on or off
the proJect site.
These objectives will be also be implemented by the revised
Zoning Ord1nance and the standard project review process. The
Open Space Element of the Clty of Santa Monlca lS hereby
incorporated into the Hospital Area Spec1flc Plan.
Seismic Safety Element
Santa Monlca1s Seismic Safety Element was adopted in 1975 and
evaluates both pr1mary and secondary selsmlC hazards,
lncludlng ground shak1ng, liquefaction and settlement
potentlal, landsliding, and tsunaml hazard. The lntent of the
recommended pollcles is to provide an opportunity to reduce
the loss of 11fe, property damage, and social and economlC
d1s1ocations 1n the event of a major earthquake. QD
Januarv 17. 1994. the City exoerienced sianificant damaae and
destructlon from the Northridae Earthauake. As a result of
that seismic event. Saint JQhn I s was reauired to close and
oerformed lnterlor rena1rs to allow it to resume hosoltal
oneratlons wlthln nlne months. Salnt Johnts has been ordered
bv thEi Offlce of Statewlde H~alth Plannina and Develonment
("OSHPD") to uoarade 1tS structural sunnort system and has
been alven a deadline of October 1999 to commence this work.
In order to ensure that the Hospltal Area Speclflc Plan wl11
carry out the pollc1es of the Se1smic Safety Element, the
