R-9253 . . f \plan\share\councll\strpt\landmapr wpd City Council MeetIng 03-17-1998 Santa MOnica, California RESOLUTION NO 9253 (City CounCil Senes) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MON ICA AMENDING THE LAND USE MAP OF THE GENERAL PLAN OF THE CITY OF SANTA MONICA WHEREAS, an application for a General Plan Amendment was filed by a property owner pursuant to Santa MOnica MUnicipal Code Section 9 04 20 18 080( c), and WHEREAS, the application requested that the Land Use Map of the General Plan be amended to change the land use designation for a portion of the property bounded generally by Twentieth Street on the west, Twenty-Third Street on the east, Santa MOnica Boulevard on the north, and Broadway on the south "Property" from "Low Density Residential" and "Special Office Dlstnct", as shown In Exhibit A ("EXisting Land Use Map"), to "Institutional", as shown In Exhibit B ("Proposed Land Use Map Amendment"), and WHEREAS, a Notice of Completion of a Draft EnVironmental Impact Report prepared for the Saint John's Health Center Development Agreement, which Included analYSIS of the Land Use Map amendment, was published on September 3, 1997, and WHEREAS, the Draft EnVironmental Impact Report was circulated for a 45-day 1 ~_ fL. ~ or tit t.H~ ;) . . public review period, and WHEREAS, In December, 1997, the Final Environmental Impact Report was publIshed, and WHEREAS, on December 8, 1997, December 10, 1997, December 13, 1997, January 14, 1998, January 21, 1998, and January 28, 1998, the Planning Commission has reviewed and considered the Land Use Map amendment and the Final EIR In Its decIsion-making process on the Saint John's Health Center Development Agreement, and WHEREAS, on January 28, 1998, the Planning Commission recommended to CIty CouncIl adoption of the Land Use Map amendment and certificatIon of the Final EIR, and WHEREAS, In March, 1998, the City Council reviewed the Land Use Map amendment, and WHEREAS, the Proposed land Use Map Amendment IS appropriate to proVide consistency between the Land Use Map designation for the property, the Development Agreement for the property, and the current and past use of the sIte for hospital related uses, and 2 "no - 086 e . WHEREAS, the proposed Land Use Map Amendment IS consistent with the Land Use Element and Circulation Element and the other Elements of the City's General Plan NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS SECTION 1 The Land Use Map amendment set forth In Exhibit "B" and Incorporated herein by thiS reference ~s hereby adopted and certifIed as the offiCial Land Use Map of the General Plan for the City of Santa Monica and thus replaces the Land Use Map adopted In 1984 pursuant to City Council ResolutIon Number 6938 SECTION 2 The City Clerk shall certify to the adoption of thiS Resolution, and thenceforth and thereafter the same shall be In full force and effect APPROVED AS TO FORM ~AL~ MARSHA JON5S MOUTRIE CIty Attorney 3 ~.-..
