R-9252 . . f \plan\share\councll\strpt\lucereso City Council Meeting 03-17-1998 Santa Monica, California RESOLUTION NO 9252 (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AMENDING THE LAND USE AND CIRCULATION ELEMENT OF THE GENERAL PLAN OF THE CITY OF SANTA MONICA WHEREAS, an application for a General Plan Amendment was filed by a property owner pursuant to Santa MOnica MUnicipal Code Section 9 042018 080(c), and WHEREAS, the application requested amendment of land Use and Circulation Element PoliCies 1 6 2 and 1 13 1 as well as modificatIon of the document's background text regarding adoption of the Hospital Area SpeCifiC Plan, and WHEREAS, a Notice of Completion of a Draft EnvIronmental Impact Report prepared for the Saint John's Health Center Development Agreement, which Included analysIs of the Land Use and Circulation Element amendments was published on September 3, 1997, and WHEREAS, the Draft EnVironmental Impact Report was Circulated for a 45-day public review penod, and WHEREAS, In December, 1997, the Final EnVironmental Impact Report was 1 ,.l' .... l' .." t:: .......1 ..J . . published, and WHEREAS, on December 8, 1997, December 10, 1997, December 13, 1997, January 14, 1998, January 21, 1998, and January 28, 1998, the Planning CommissIon reviewed and conSidered the Land Use and Circulation Element amendments and the Final EIR In ItS decIsion-makIng process on the Saint John's Health Center Development Agreement, and WHEREAS, on January 28, 1998, the Planning CommIssion recommended to City Council adoption of the Land Use and CirculatIon Element amendments and certlflcatlon of the Final EIR, and WHEREAS, In March, 1998, the City Council reviewed the Land Use and Circulation Element amendments, and WHEREAS, the Proposed Land Use and Circulation Element amendments are appropriate to prOVide consIstency between the Land Use and Circulation Element of the General Plan and the Development Agreement for the property, and WHEREAS, the proposed Land Use and Circulation Element amendments are consistent With the other Elements of the City's General Plan NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA 2 j.-:OF 076 . . The specific plan should be based on a comprehensive, long-range master plan for each hospital that proVides guidance on their future development needs The plans must be prepared in ways that permit opportunities for public review and comment, particularfy from adjacent reSidents, merchants, and property owners In 1988. the City's Hospital Area SpeCific Plan ("HASP") was prepared covering both community hospitals and the reSidential nelohborhoods adlacent to them The HASP was amended In 1998 to reflect chanoes to Saint John's Master Plan. - 6LLUEC03 1269 ~ ~ 18 ::
