A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA CALLING FOR
A NATIONAL PLAN TO END HOMELESSNESS
WHEREASr THE NUMBER OF HOMELESS PEOPLE THROUGHOUT THE United States
IS Increasing at an alarming rate; and there are an estimated 230,000 unhoused people m Los
Angeles County, mcludmg up to 5,000 over the course of a year on the Westslde of Los
Angeles, Including Santa Monica; and
WHEREAS, Santa MOnica IS In the forefront of commUnities In formulating and
Implementmg innOvative, viable solutions to the pressing SOCial problems of our time; and
WHEREASr over the last decade Santa MOnica has developed a comprehensive and
coordinated contInuum of care services and balanced response to homelessness; and
WHEREASr neither Santa MOnica nor any other locality possesses the financial resources
to solve the problem of homelessness In the countrYr especially the lack of affordable housmg,
as well as adequate hOUSing and support services for the mentally III; and
WHEREASr a national plan to end homelessness IS urgently neededr and must be a well-
organlzedr concerted program at the Federal levelr as murllclpal and state efforts alone could

lead to temporary solutions and to regional Imbalances;
NOW, THEREFOREr BE IT RESOLVED that the Santa MOnica City Council endorses and
supports a comprehensive national plan to end homelessness, and that It urges the PreSident
of the United States, the United States Congress, and other relevant Federal agencies to
develop and Implement a comprehensive national plan to end homelessness.
