A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
APPROVING THE MITIGATED NEGATIVE DECLARATION AND
ADOPTING A MITIGATION MONITORING PLAN FOR THE
EUCLID STREET SPECIAL NEEDS HOUSING/PUBLIC PARK AND OPEN SPACE PROJECT
WHEREAS, a Notice of Availability of an Initial Study and Proposed Mitigated Negative
Declaration for the Euclid Street special Needs/Public Park and Open Space Project located In
the City of Santa Monica ("the Project") was published on December 10, 1998 In Compliance
WIth the CalifornIa EnVIronmental Quality Act (CEQA), and the CIty of Santa MOnica CEQA
GUidelines, and
WHEREAS, dUring the 30 day comment period for the Initial Study and Proposed
Mitigated Negative Declaration for the Euclid Street ProJect, no comments were received, and
WHEREAS, on January 26, 1998, the City Council, as Lead Agency, reviewed the Initial
Study and Proposed MitIgated Negative DeclaratIon. and MitIgatIon MOnitOring Plan,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
HEREBY RESOLVE AS FOLLOWS
SECTION 1 The City Council finds that the Initial Study identified human health
Impacts and cultural resources Impacts as potentially Significant Impacts of the Project
reqUiring mitigation

SECTION 2 The CltV Council finds that the following conditions of approvall'1lposed on
the proJect. and agreed to by the City and the United Cerebral Palsy of Los Angeles County, Will
mitigate the potentIally adverse environmental Impacts of the Project to a pOint where no
Significant effects Will occur
1 Implementing the measures recommended In the Phase I Environmental Assessment
conducted by Lindmark Engineering as detailed In Exhibit A, attached hereto
2 Implementing the measures recommended by the State Hlstonc Preservation Office (SHPO)
as detailed In Exhibit A
SECTION 3 The City CounCil has revIewed and conSidered the Initial Study and Negative
DeclaratIon for the Euclid Street Project and the Mitigation Momtonng Plan, together With any
comments received dUring the public review process. prior to acting on the Project
SECTION 4 The City CounCil finds that based on the Imtlal Study and any comments received,
there IS no substantIal eVIdence that the ProJect, as modIfied by the condItIons of approval
outlined In Section 2, WIll have a slgmflcant effect on the enVironment, and hereby approves the
Mitigated NegatIve Declaration
SECTION 5 The City Councll adopts the MItIgatIon Monltor/ng Plan, whIch IS Included as
Exhibit A. to ensure that the reqUired mitigation measures Will be Implemented
SECTION 6 The documents which constitute the record of proceedings for approving thiS
proJect, the Imtlal Study and Mitigated Negative Declaration are located In the HousIng and

SECTION 7 The City Clerk shall certify to the adoption of this ResolutIon, and thenceforth and
