A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
APPROVING THE MITIGATED
NEGATIVE DECLARATION AND ADOPTION OF A MITIGATION MONITORING PLAN
FOR THE COASTAL INTERCEPTOR SEWER PROJECT
WHEREAS, a Notice of Availability of a Subsequent Initial Study and Proposed
Mitigated Negative Declaration for the Coastal Interceptor Project located In the City of Santa
MOnica ("the ProJect") was published on November 15, 1998 In Compliance with the California
A
Environmental QualIty Act (CECA) and the City of Santa Momca CECA GUidelines, and
WHEREAS, during the 20 day comment penod for the Subsequent Initial Study and
Proposed Mitigated Negative Declaration for the Coastal Interceptor Sewer ProJect, no
comments were received, and
WHEREAS, on December 15, 1998, the City Council, as Lead Agency, reviewed the
Subsequent Initial Study and Proposed Mitigated Negative Declaration, and Mitigation
MOnitoring Plan,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1 The City Council finds that the Subsequent Imtlal Study Identified

construction Impacts, aesthetics Impacts, earth Impacts and cultural resources Impacts as
potentially slgmficant Impacts of the Project requIring mitigatIon
SECTION 2 The City Council finds that the followIng conditions of approval Imposed on
the proJect, and agreed to by the City. will mitigate the potentially adverse environmental
Impacts of the Project to a pOint where no slgmficant effects wIll occur
1 The scheduling of construction activity to minimiZe cumulative Impacts IS to be Incorporated
Into the Project as attached In Exhibit A
2 Traffic control plans and a detour route for ApPian Way have been approved and shall be
Incorporated Into the Project as attached In Exhibit B

3 Appian Way shall be reqUired to be fully operational by Memorial Day, 1999
4 After hours work from 600 PM to 1200 AM shall be permitted to the extent necessary to
complete the construction by Memorial Day, 1999
5 The fence element shall be redeSigned so that It Includes a senes of portals at four and five
feet In height, to allow peephole viewIng of the sIte for pedestnans along Appian Way
6 The landscapmg shall Include Vine-like plants at a minimum of three locations along the
south wall
7 Wherever pOSSible, the force mam shall be placed at a relatively shallow depth, enabling

conveyance system be designed to accommodate hOrizontal earth movement
8 Construction crews shall be alerted to the potential for bUried archaeological and
paleontological resources If resources are discovered dUring the excavations, work In the
Immediate area of the find shall be halted and a qualified archaeologist or paleontologist
contacted to determine the Significance of the matenals and to develop appropriate follow-up
measures
SECTION 3 The City CounCil has reVIewed and conSidered the Subsequent Imtlal Study and
Negative Declaration for the Coastal Interceptor Project and the Mitigation Monitoring Plan,
together With any comments receIVed dUring the public review process, prior to acting on the
Project

SECTION 4 The City CounCil finds that based on the Subsequent Initial Study and any
comments receIved, there IS no substantial eVidence that the ProJect, as modified by the
conditions of approval outlined In Section 2, Will have a Significant effect on the environment,
and hereby approved the Mitigated Negative Declaration
SECTION 5 The City CounCil adopts the Mitigation Monitoring Plan, which IS Included as
ExhIbit C, to ensure that the reqUired mitIgation measures will be Implemented
SECTION 6 The documents which constitute the record of proceedings for approvIng thiS
project, the Subsequent Initial Study and Mitigated Negative Declaration are located In the
Office of the City Engineer, 1685 Main Street, Room 112, Santa Momca, California The
