R-9347 . . f \aUy\munl\laws\mJm\radlo res City Council Meeting 12-8-98 Santa Monica, California RESOLUTION NUMBER 9347 ecs (City Council Senes) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ENCOURAGING LOCAL LOW-POWER RADIO STATION LICENSING BY THE FEDERAL COMMUNICATIONS COMMISSION WHEREAS, the City of Santa Monica has an ongoing commitment to making the process of government more accessible to reSidents, and WHEREAS, public focus groups conducted as part of the City's TelecommUnications Master Plan Included mention of broadcast radiO's potential In bnnglng community information Into reSidents' homes and cars, and WHEREAS, a low-power community radiO station carryIng City Council and Board and Commission meetings along with cultural, educational and other local events and meetings could create a City better Informed and connected, and WHEREAS, the Federal Communications Commission (FCC) has scheduled an Imminent heanng on preliminary rulemaklng to allow legal licenSing of low-power community radiO stations, and WHEREAS, the deadline for comments on the FCC's low-power radiO licenSing proposed rulemaklnQ (RM-9208, RM-9242, and RM-9246) IS December 15, 1998, 1 . . NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS SECTION 1 The City of Santa MOnica supports and encourages the legal licensing of local low-power community radiO stations SECTION 2 City staff IS authorized to convey this position In writing or otherwise, as appropnate, to the Federal Communications Commission In such timely fashion that It may be a portion of the offiCial record In the proposed rulemaklng hearing scheduled for December 15, 1998, and likeWise to Santa Monica's federal representatives Including, but not limited to, the U S House of Representatives, the U S Senate, and the officeS of the PreSident and Vice-President of the United States SECTION 3 City staff IS authOrized to Investigate and report back to the City Council on procedures which might be reqUired In the future for the City of Santa Monica, a local nonprofit, or some other community entity to apply for a low-power radiO license SECTION 4 The City Clerk shall certify to the adoption of thiS Resolution, and thenceforth and thereafter the same shall be In full force and effect 2 . .
