A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA TO PROHIBIT THE USE OF BICYCLES, ROLLER
SKATES, SKATEBOARDS, AND SIMILAR DEVICES WITH
WHEELS ON THE THIRD STREET PROMENADE
WHEREAS, the Third Street Promenade IS a pedestnan mall estabhshed under the
Pedestnan Mall Law of 1960 and IS closed to general vehicular traffic, and,
WHEREAS, the Third Street Promenade IS compnsed of three blocks In the Bayside
DIstnct ofthe City, and,
WHEREAS, the Third Street Promenade has expenenced a dramatIc increase In the
number of shoppers, dmers, movie-goers, vendors, street performers, and non-profit and free-
speech groups in recent years, and,
WHEREAS, the ThIrd Street Promenade has become a locatIon that attracts local,
regtonal, and international VIsitors, and,
WHEREAS, dunng peak hours, the ThIrd Street Promenade can expenence crowds of up
to 8,500 pedestnans per block, and,
WHEREAS, the Ctty antIcIpates that thIS increase in pedestnan traffic which has occurred
on the Third Street Promenade WIll contmue as the Promenade contmues to redevelop, and,
\VHEREAS, the ThIrd Street Promenade already attracts more pedestnan traffic than any
other busmess area m the City both dunng the day and at mght, and,
WHEREAS, the success of the Thlrd Street Promenade necessltates actIOn to avert or
reduce nsks to pedestnans generally and to vulnerable members of the public including children
and senlor cItizens m particular, and,

WHEREAS, the use of bicycles, roller skates, skateboards and smlilar devIces wIth wheels
in congested pedestrian-onented areas endangers public safety and welfare due to the dIfferences
in speeds between pedestnans and users of such devices resultmg in a great potentIal for serious
injury, and,
WHEREAS, when skateboarders lose control of their skateboards, the skateboards can
become flying proJectdes traveling at substantial speeds resultmg m a great potential for serious
inJury, and,
WHEREAS, rollerbladers can also lose control, particularly those rollerbladers first
learnmg the sport, and,
WHEREAS, reckless use of skateboards and rollerblades on the Third Street Promenade
has resulted in inJunes, and,
WHEREAS, although bicycle usage 1S already prohIbited on the ThIrd Street Promenade
sidewalks, given the general congestion of the Third Street Promenade, usage of bIcycles in the
Promenade roadway can create hazards even when handled properly due to theIr SIze, and,
WHEREAS, SIgnificant numbers of skateboarders utilIze the Third Street Promenade, and
even the smaller number of rollerbladers and bicyclIsts on the Third Street Promenade can
mtlmidate pedestnans, and,
WHEREAS, semor CItIzens are particularly frlghtened and fearful ofbemg struck by
persons on bIcycles, rollerblades, or skateboards, and,
WHEREAS, the City has receIved substantial numbers of complaints from shoppers,
vIsitors, community groups, and merchants along the Third Street Promenade, and,
WHEREAS, public safety reqUIres that the use ofrolier skates (mcludmg in-hne roller
skates), skateboards and simtlar deVIces wIth wheels be prohibited on the ThIrd Street Promenade,
and that the use of bIcycles be prohibited on the Promenade roadway,
WHEREAS, Santa Momca MUnicIpal Code Secttons 3 12590 and 3 12610 proVIde for
the regulatlOn or prohibition of the use of roller skates, skateboards and smlilar devlces with
wheels at such 10catlOns upon the postmg of a pubhc notIce at the locations to be so regulated ten
(10) days in advance of the City Council meetmg at whIch a resolutlOn to enact such regulatIons
Will be consIdered, and,
WHEREAS, Santa Monica MUniCIpal Code SectlOn 3 12 590 IS bemg amended to
simtlarly authonze the City Council to regulate or prohIbIt the use of bIcycles on the Third Street
Promenade roadway, and,
WHEREAS, the reqUired publIc notIce has been prominently posted along the ThIrd Street
Promenade for ten days pnor to thIS Meetmg mformmg the pubhc that at the July 28, 1998 City

CouncIl meeting, the City Council wdl be consIdenng prohIbiting the use of bIcycles, skateboards,
roller-blades. in-hne skates and simdar devIces on the ThIrd Street Promenade,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS
SECTION 1 The use of roller skates (includmg in-hne roller skates), skateboards and
sImdar deVlces wIth wheels IS prohIbIted at the followmg locatIOns On the Third Street
Promenade between the southeasterly line ofWdshire Boulevard and the northwesterly line of
Anzona Avenue. between the southeasterly line of Anzona Avenue and the northwesterly line of
Santa Moruca Boulevard and between the southeasterly line of Santa Moruca Boulevard and the
northwesterly hne of Broadway
SECTION 2 The City Parkmg and Traffic Engmeer IS directed to mstall slgnage glVmg
proper notice of those areas descnbed herem where the use of roller skates (includmg m-Ime roller
skates) skateboards and similar devices with wheels IS prohibited
SECTION 3 The use of bicycles 15 prohibited at the follOWing locations On the Third
Street Promenade roadway between the southeasterly hne ofWtlshlre Boulevard and the
northwesterly hne of Anzona Avenue, between the southeasterly lme of Anzona Avenue and the
northwesterly hne of Santa MOllica Boulevard and between the southeasterly hne of Santa Monica
Boulevard and the northwesterly line of Broadway
SECTION 4 The City Parking and Traffic Engineer is directed to install slgnage giVing
proper notice of those areas described herem where the use of bicycles on the ThIrd Street
Promenade roadway IS prohIbIted after the effectIve date of Ordinance Number (CCS)
SECTION 5 The City Clerk shall certifY the adoption of this Resolution and thenceforth
and thereafter the same shall be m full force and effect except as otherwise proVided herem
Section I of this ResolutlOn shall be In full force and effect after the City Parking and Traffic
Engmeer has mstalled the sIgnage reqUired by Section 2 of this Resolution Section 3 ofthis
Resolution shall be In full force and effect after the City Parkmg and Traffic Engmeer has mstalled
the slgnage reqUired by Section 4 of this ResolutIon
