A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA WAIVING THE
REQUIREMENT FOR COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH SOUTHERN CALIFORNIA
DISPOSAL COMPANY FOR AS-NEEDED SOLID
WASTE TRANSFER STATION SERVICES
WHEREAS, the City owns and operates a solid waste transfer
station located at 2500 MiChigan Avenue, Santa Monica, California,
and Southern California Disposal Company (hereinafter referred to
as "SeD") owns and operates a refuse transfer station located at
1908 Frank Street, Santa Monica, California; and
WHEREAS, the City desires to use the SCD transfer station
from time to time in the future as a backup to the City transfer
station, whenever the City transfer station is overloaded or
inoperable as a result of vehicle or equipment outages, personnel
shortages, or for any other reason; and
WHEREAS, SCD has offered to accept City solid waste at its
transfer station, as the needs of the city dictate, at rates which
the City considers to be reasonable and fair; and
WHEREAS, there are no other suppliers of transfer station
services located within the City, or within a reasonable distance
of the City;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA

DOES RESOLVE AS FOLLOWS:
SECTION 1. That advertising for bids for as-needed transfer
station services would be to no avail and would cause unnecessary
expense and delay.
SECTION 2. That the city Manager is authorized to enter into
an agreement with seD for as-needed transfer station services.
SECTION 3. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
