RESOLUTION NO. 9016
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA ADOPTING THE FILING FEE FOR
EMPLOYER EMISSION REDUCTION PLANS FOR THE
TRANSPORTATION MANAGEMENT PLAN PROGRAM
WHEREAS, on October 23, 1984, the Santa Monica City Council
adopted the Circulation Element of the General Planl which
directed the City to develop a Transportation Management Plan to
implement the transportation management policies contained in the
Circulation Element; and
WHEREAS, on November 12, 1991, the City Council adopted the
Transportation Management Plan (TMP) Ordinance to reduce
transportation congestion on City streets and to improve air
quality through the effective management and coordination of
transportation demand and transportation systems in the City;
and
WHEREAS, the TMP Ordinance provided for an Employer Annual
Impact Fee to pay for the costs of administration and review and
enforcement of Employee Trip Reduction Plans filed by employers,
and the amount of such fee was set by separate resolution; and
WHEREAS, concurrently with this Resolution, the city Council
is adopting amendments to the TMP Ordinance which, among other
thingsl will allow employers to comply with TMP requirements
through an Emissions Reduction Plan; and
WHEREAS, the TMP Ordinance amendments provide that an
Employer Annual Transportation Fee shall be charged and that the
fee for employers of fifty or more employees who choose to

implement the Emission Reduction Plan option shall be set by
Resolution of the City Council; and
WHEREAS, the staff report accompanying this Resolution
analyzes the city's anticipated cost of reviewing and enforcing
Emission Reduction Plans, and the basis for the fees to cover
such costs,
NOW I THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The city Council of the city of Santa Monica
approves the implementation of an Annual Filing Fee as required
in the Transportation Management Plan Ordinance.
SECTION 2. The City Council certifies that the Annual
Filing Fee for Employer Emission Reduction Plans shall be $250.
SECTION 3. The City Clerk shall certify to the adoption
of this Resolutionl and thenceforth and thereafter the same shall
be in full force and effect.
