A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA,
CALIFORNIA, UNITED STATES OF AMERICA, EXPRESSING ITS COMMITMENTS
TO ACTION TO PROMOTE LOCAL, ~EGIONAL AND GLOBAL SUSTAINABILITY
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOWS:
WHEREAS, the City of Santa Monlca recognizes that local
declSlons and actlons have lmpacts on economlC, social and
envlronmental condltlons far beyond local borders, and
WHEREAS, the Clty of Sa~ta Monlca recognlzes the un~que
and lncreas1ng role of local governments In gUldlng the
development of cities and local communities, in supportlng human
development, and in managing the use of natural resources; and
WHEREAS, the Clty of Santa Monlca has made a comm1tment
in the adoptlon of lts Sustalnable City prograw to use ltS powers
and resources to support sustalnable development ln Santa MOTI1Ca
and to encourage partnershlps to thlS end between the publlC and
prlvate sectors, and among clties lnternationally; and
WHEREAS, the Clty of Santa Monica supports the efforts
of the upcomlng Dnlted Natlons Conference on Human Settlements
(Habitat II), which wlll foc~s on the lmportance of healthy,
safe, equltable, and sustainable cltles, towns, and vlllages, ana
wlll produce a Global Plan of Actlon for sustainable human
settlements development, and
WHEREAS, the Clty of Santa Monlca recognlzes that any
Global Plan of Action wlll only have a concrete lmpact if It is

implemented through concrete actlons by local governmenLS and
other partners at the local leve~.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS-
SECTION 1 That the City of Sa~ta Monlca, as a
Member of the Internatlonal CauDcll for Local Environmental
Initlatlves (ICLEI), hereby ]OlnS wlth cltles, prefectures,
countles, and towns from throughout the world to sub~it
Commltments to Actlon to achleve the objectlves of sustalnable
human settlerrents developrr-ent
SECTION 2
the following.
(a) Promote the use of conservatlon technologies and
practices to reduce the use of non-renewable resources.
(b) MaXlmlze the utlllzation of alternative forMS of

transportatlon, develop lnnovative trafflC pollcies and advocaLe
the reglonal development of public transportatlon systems.
(c) Protect and enhance envlronmental and publlc health
by reduclng or ellmlnatlng the use of hazardous and tOX1C ~aterials
by resldents and buslnesses, ~lnimizlng the levels of pollutants
enterlng the alr, sOll and water, and lessenlng the rlsks WhlCh
env1Tonmental problems pose to human health.
(d) Ensure that no one geographic or SOCloeconomlC group
ln the City 1S belng unfalrly lmpacted by environmental pollutlon.
(e) Encourage the developme~t of mlxed-~se,
pedestrian-orlented proJects, promote the growth of local
businesses whlch prov1de employment opportunlties to Santa Monlca

resldents, and facilitate a wlde range of educatlonal programs for
the benefit of all members of the communlty.
SECTION 3. The C~ty Clerk shall certify to the
adoptlon of thlS Resolutlon, and thenceforth and thereafte~ the
same shall be ln full force and effect
