R-9032 e e f:\atty\munl\laws\Jl\waterate.res Council Meetlng: May 14, 1996 Santa Monical Cal1fornla RESOLUTION NO. 9032 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA REVISING THE CITY'S WATER RATE STRUCTURE WHEREAS, the City Councll may establlsh, amend, or revise from t1me to time by resolutlon the rates and service charges to be charged for supply~ng water service to any customer, pursuant to Section 7.12.010 of the Santa Mon1ca Munlcipal Code; and WHEREAS, lt is the goal of the City of Santa Mon1ca's Sustainable C2ty Program to encourage efflcient use of water by water customers; and WHEREAS, the following water rate structures will provlde greater equity between customers, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. A low-income allowance wlll be offered to water customers wlth indlvidual water meters who qualify for either the Southern Callfornla Gas Co. or Southern Callfornla Edlson low- income assistance programs. The low-1ncome allowance shall cons1st of waiving the bi-monthly serVlce fee. The low-income customer shall be responslble for paying the commodity rates. SECTION 5. The water rate structure establlshed by.thlS Resolution shall be appllcable to all water service prov1ded by the City of Santa Monlca Water Dlvision except as otherwise provlded ln Article VII, Chapter 2 of the Santa Monica Munlcipal Code. SECTION 6. The City will establish adminlstratlve remedles cons1stent wlth Santa Monica Municlpal Code Sectlon 7.16.080 for those thlrd rate tier customers who can demonstrate that they have taken all reasonable water efficiency measures to reduce water use but still find themselves in the thlrd tler. Ci ty staff may perform a water audlt for a customer and requlre the customer to implement recomrnendatlons before rate structure adJustments are made. SECTION 7. The water rate structure as established by th1S Resolution wll1 be effective on July 1, 1996, or as soon thereafter as administrat~vely feasible. e e SECTION 8. Resolutlon Number 8188(CCS) is hereby repealed as of the effetlve date of thlS Resolution. SECTION 9.
