A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA APPROPRIATING FISCAL YEAR 1995-96
FUNDS TO GANN'ED RESERVE AND/OR DESIGNATED
BALANCE SHEET ACCOUNTS
WHEREAS, under the prOV1Slons of Article XIIIB of the
California Constltutlon, a Clty is authorlzed to appropriate to a
Gann'ed reserve and/or designated balance sheet accounts the
d~fference
between
actual
spending
subject
to
the
Gann
Appropriations L~m~t and the C~ty's Gann Appropr~at~ons Limit for
that flscal year; and
WHEREAS,
appropriating available
funds
to Gann' ed
reserve and/or des~gnated balance sheet accounts lS in the publ~c
lnterest
because establ~shment
of
Gann I ed reserve
and/or
deslgnated balance sheet accounts lncreases the ability of the
Clty Council to respond to the serv~ce needs of the citizens of
the City of Santa Monlca.
NOW I THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:

SECTION 1. All Fiscal Year 1995-96 General Fund, Parks
and Recreation Fund, and TORCA Fund appropriations, exclusive of
Federal or State grant appropriat~ons, shall be adjusted to
actuals as determined by the City's annual financial aud~t as set
forth l.n the City's Fiscal Year 1995-96 Comprehensive Annual
Financial Report, and the difference between the lesser of
$15,247,175 or actual expenditures and encumbrances subject to
ll.ml.tation as determined by the City's annual financial audit as
set forth ln the Clty'S Fiscal Year 1995-96 Comprehens~ve Annual
Financlal Report for these Funds and the Cl.ty's Fl.scal Year
1995-96 Gann Appropriatlons Limit, to the extent funds are
avallable, is hereby appropriated to reserve and/or designated
balance sheet accounts in these respective Funds.
SECTION 2. The City Clerk shall certify to the adoption
of this Resolution, and thenceforth and thereafter the same shall
be in full force and effect.
