RESOLUTION NO 9047

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA TO SUPPORT THE ADOPTION OF THE
TENTATIVE WASTE DISCHARGE REQUIREMENTS FOR
MUNICIPAL STORMWATER AND URBAN RUNOFF
DISCHARGES WITHIN THE COUNTY OF LOS ANGELES
(NPDES NO CAS614001)
WHEREAS, Santa Monlca Bay is an economic resource for the
region, contributlng to the a~blance which draws over 25 mllllon
tourists to Los Angeles County annually, and, 18 a recreatlonal,
envlronmental and educatlonal resource for the milllons of people
who vlsit the beaches annuallYi and,
WHEREAS J
contamlnated stormwater runof=
has
been
determlned to be the largest source of pollution to the Santa
Monlca BaYi and,
WHEREAS, the large lmpervlOUS surfaces of urban areas
increase the quantity and peak flows of runoff WhlCh ln turn causes
hydrologlc impacts such as loss of habltat, scoured stream bed
channels, in-stream sedlmentatlon and ~ass loadings of pollutants,
and,
WHEREAS, an epldemlologlcal study conducted durieg the
summer of 1995 for the Santa Monlca Bay Restoratlon ProJect
demonstrated that there ~s an lncreased rlsk of acute illness
caused by swimming near flowlng storm drain outlets in Santa Monlca
Bay; and,
WHEREAS, the 1987 amendments to the Clean Water Act (CWA)
establlshed statuto~y requlre~ents to control lndustrlal and
munlcipal stormwater dlscharges to waters of the Unlted States [CWA

Section 402 (p)] by requlrlng Natlonal Pollution Dlscharge
Ellminatlon Systems (NPDES) permlts for stormwater dlscharges ~o
the munlcipal separate storm draln system and requlres controls to
reduce the dlscharge of Dollutants to the maximum extent
practicable, and,
WHEREAS, the Los Angeles ~eglonal Water Quality Control
Board staff, in consultatlon witl1 a committee of stakeholders
comprlsed of representatives of the Permlttees and envlronmental
groups, as well as dlscussions wlth buslness commun1tles, stace
offlclals and the publlc, has :.ssued a proposed NPDES permit
outlinlng waste dlscharge require~ents for munlclpal stormwater and
urban runoff discharges wlthln the County of Los Angeles; and,
WHEREAS, the Santa Monica Bay Restoration Plan adopted by
Council 1n 1994, WhlCh serves as a blueprlnt for the Santa MODlca
Bay's recovery, recommends actlons that the Regional Board has
lntegrated lnto the stormwater permit and provldes guidance to the
Reglonal Board for the develoDment of a strong, envlronmentally-
sound stormwater program; and,
WHEREAS, the Reglonal Board has lmplemented a Watershed
Management Approach to address water quality protectlon ln the
reglon WhlCh provldes a comprehenslve and integrated strategy
towards water resource protectlon, enhancement, and restoration
whlle balanclng economlC and envlronmental lmpacts within a
hydrologically defined dralnage baSln or watershed,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1 To support ~he adopt1on of the Waste

Discharge Requlrements for the Municipal Storm Water and Urban
Runoff Discharges Wlthln the County of Los Angeles (NPDES NO
CAS614001) by the Los Angeles Reglonal Water Quallty Control Board,
and,
SECTION 2
To partlclpate on the Watershed Management
Committee in the development of the Watershed Management Area Plan,
and,
SECTION 3
To support l~plementatlon of plans, programs
and procedures as developed by Los Angeles County, the Prlncipal
Permltteei and,
SECTION 4. To urge the other 84 lncorporated citles and
the
County of Los Angeles to support
the adoptlon and
lmplementatlon of the permlt.
SECTION 5
The Clty Clerk shall certlfy to the adoption
of thlS resol~tlon, and thenceforth and thereafter the same shall
be In full force and effect.
