RESOLUTION 9051 (CCS)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AUTHORIZING $75 REBATES TO BE GIVEN TO SANTA
MONICA WATER CUSTOMERS WHO REPLACE EXISTING TOILETS AND
SHOWERHEADS WITH NON-FLUSHOMETER ULTRA LOW FLOW TOILETS
AND LOW FLOW SHOWERHEADS AND $150 REBATES TO WATER
CUSTOMERS WHO REPLACE EXISTING FLUSHOMETER VALVE
TOILETS WITH ULTRA LOW FLOW FLUSHOMETER VALVE TOILETS
AND LOW FLOW SHOWERHEADS
WHEREAS, Sectlon 7.12.020 of the Santa Monica Municlpal
Code provides that the City Council ~ay authorlze a Plumbing
Fixture Retrofit Program by resolut~on, and
WHEREAS, the proposed rebate of One Hundred Fifty Dollars
($150) for installation of flushometer valve tOllets and/or
Seventy Five Dollars ($75) for non-flushometer valve tOlle~s lS
an essential component for successfully lmplementlng a plumblng
fixture retroflt program; and
WHEREAS, the proposed rebate represents a strong
incentive to elicit the voluntary replacement of lnefflclent
plumbing fixtures;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS.
SECTION 1 Effectlve immedlately, all water customers,
tenants, lessees, and/or property owners wlll be eligible for a
Seventy Flve Dollar ($75) rebate per toile~ upon retroflttlng
thelr eXlstlng plumbing fixtures wlth ultra low flow non-
flushometer valve tOllets (maxlmum of 1.6 gallons per flush) and
low flow showerheads (maximum of 2.5 gallons per m1nute). A
tenant or lessee 1S eligible for rebates, providing that the

applicant has received wrltten authorlzatlon to perform the
retrofit from the owner of the property.
SECTION 2. Effectlve immedlately, all water customers,
tenants, lessees, and/or property owners will be ellglble for a
One H~ndred Flfty Dollar ($150) rebate per bathroom upon
retroflttlng thelr eXlstlng flushometer valve plumbing fixtures
with ultra low flow flushometer valve toilets (maxlmum of 1 6
gallons per flush). A tenant or lessee is eliglble for rebates,
providing that the appllcant has recelved written authorizatlon
to perform the retrofit from the owner of the property.
SECTION 3. Upon verification that a plumblng f~xtare on
the property has been retrofltted wlth a non-flushometer valve
ultra low flow toilet(s} and/or low flow showerhead(s), the
appllcant wlll receive a Seventy Flve Dollar ($75) per tOllet
rebate check from the City.
SECTION 4. Upon verification that a plumbing flxture has
been retrofltted wlth an ultra low =low flusnometer valve
tOllet(s), the appllcant wlll receive a One Hundred Fifty Dollar
($150) rebate per tOllet from the Clty.
SECTION 5. There lS no llmlt on the number of rebates
whlch one person can recelve
SECTION 6 The fixtures must be lnstalled ln a property
located ln Santa Monlca. Rebates wll~ o~ly be offered where
existing fixtures have been replaced. Any new constrUC~lon or
remodel project requlrlng a plumblng permit for the replacement
of an eXlstlng toilet or an addition of a new toilet wlll not be
eliglble for a rebate

SECTION 7. No person who has been granted a rebate
because of the installation of any water conservation device
shall remove the device without flrst notifying the Clty of such
removal.
In the event of such removal! the Clty ~ay requlre
relmbursement ln an amount equal to the rebate to be charged ~o
the customer1s water blll.
SECTION 8. The Clty Clerk shall certify to the adopt~on
of the Resolution! and thenceforth and thereafter the same shall
be ln full force and effect.
