A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA
IN SUPPORT OF PETER DOUGLAS',
EXECUTIVE DIRECTOR
OF THE CALIFORNIA COASTAL COMMISSION
WHEREAS, the voters of the State of Cahforma passed the CahfornIa Coastal ImtlatIve
(ProposItIOn 20) m 1974; and
Vv'HEREAS. the State LegIslature adopted the Caltforma Coastal Act m 1976, and
W1IEREAS. the Act created the CommIssion and the posItIOn of ExecutIve DIrector as
independent agencIes of the people to ImpartIally carry-out the llltent of the ImtIatIve and Act
and
\VHEREAS. 11r Peter Douglas has served WIth dlstmctIon as the ExecutIve DIrector of
the Cahfornla Coastal CommISSIOn smce 1985~ and
\VHEREAS, Mr Douglas was a co-author of the Coastal ProtectIon ImtiatIve, and
WHEREAS, dunng Mr Douglas' tenure the CommIssIOn has bUllt and mamtallled a
hIghly skIlled, profeSSIOnal and non-partIsan staff, accountable to the CommIsSIOn, and
WHEREAS, under Mr Douglas' leaderslup the COmmISSIOn has become one of the most
effiCIent government agencIes m the state, handhng nearly 100 proposed projects per month and
processmg each one typIcally m less than 60 days, WIth an approval rate of over 90%, and
WHEREAS, l\.1r Douglas has steadfastly exhIbIted the hIghest standards of fairness and

llltegnty III his conduct as ExecutIve DIrector, and
WHEREAS, the Coastal COmmlSSIOn recently recognIzed Mr Douglas's supenor servIce
to the CItIzens of the State of CahfornIa WIth a posItIve performance reVIew and a 10% ralse, and
WHEREAS, Mr Douglas has worked cooperatIvely and successfully WIth the City of
Santa MOnIca m the implementatIon of the Coastal Act; and
WHEREAS, all levels of government are well-served by mdependent, ngorous analYSIS
of matters commg before them for theIr approval, and
WHEREAS, Mr Douglas has consIstently assured the CommIssion, the public and thIS
CIty of thorough reVIews and recommendatIOns on pendmg projects and issues, now,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1
Urges the Cahfornla Coastal CommlSlson to confirm Mr Douglas III hIS
posltlon as the ExecutIve DIrector of Said CommISSIOn
SECTION 2 The CIty Clerk shall certIfy to the adoption of this Resolution, and
thenceforth and thereafter the same shall be III full force and effect
