A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE APPLICATION FOR GRANT FUNDS FROM
THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT
TRAIL ACQUISITION & DEVELOPMENT COMPETITIVE GRANT PROGRAM
FOR THE SANTA MONICA BEACH TRAIL PROJECT - PHASE II
WHEREAS, the people of the County of Los Angeles on November 3,1992,
enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang
PreventIon, Tree-Planting, Senior and Youth Recreation, Beaches and Wildlife
Protection (The Proposition), WhiCh, among other uses, provides funds to publIC
agencIes and nonprofit organizations In the County for the purpose of acqUIring and
developtng land and rights-of-way for walking, hiking, horse, bicycle and disabled
access trails, and
WHEREAS, the ProposItion also created the Los Angeles County Regional Park
and Open Space District (the Dlstnct) to admInister saId funds, and
WHEREAS, Section 8 a 4 of the PropositIon has allocated funds for acquIsitIon
and development of land and nghts-of-way for walking, hIking, horse, bicycle and
disabled access traIls, and
WHEREAS, the City of Santa Monica has received Grant No 58J6-97-0614 for
enhancement and expansion of the Santa MOnica Beach Trail from the Santa MOnica
Pier south to Bay Street, and
WHEREAS, the City of Santa Monica deSires to extend bicycle and pedestrian
Improvements to and on the Santa MOnica Beach Bicycle Path and Promenade north of
the Santa MOnica Pier, and
WHEREAS, the District has set forth the necessary procedures governing
applications for grant funds under the PropOSition, and
WHEREAS, the City of Santa MOnica certifies through thiS Resolution, that the
application IS authonzed for submISSion to the Dlstnct, and
WHEREAS, If the City of Santa MOnica IS selected for a grant award, It Will be
required to enter Into Project Agreement With the District for the performance of the
project as described In the application,

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
SANTA MONICA HEREBY

Authorizes the filing of an application with the Los Angeles County
Regional Park and Open Space District for funds allocated under Section
8 a 4 of the Proposition for the above-named Project
Certifies that the City of Santa Monica understands that It Will be required
to provide additional funding for the above-named Project If the requested
grant funds are insufficient to complete said Project
Certifies that the City of Santa MOnica understands ItS obligation to
operate and maintain the property(s) In perpetuity for Its usefull1fe
Certifies that the City of Santa MOnica Will sign and return, within 30 days.
both copies of the project agreement sent by the District for authorizing
sIgnature
Certifies that the City of Santa MOnica Will cause work on the project to be
commenced within 180 days after receipt of a fully executed project
agreement
Certifies that the City of Santa MOnica agrees and understands that the
District may terminate the project agreement at any pOint If It determines
that the project cannot be performed as described In the appl1catlon
Authorizes the City Manager, or his or her designee, as agent of the City
of Santa MOnica to conduct all negotiations, and to execute and submit all
documents Including, but not limited to, applications, agreements,
amendments, and payment requests, which may be necessary for the
completion of the project as described In the application
The City Clerk shall certify to the adoption of thiS Resolution, and
henceforth and thereafter the same shall be In full force and effect
