A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MON ICA APPROVING THE APPLICATION FOR GRANT FUNDS FROM
THE LOS ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS
1996 PROP A SANTA MON ICA BAY COMPETITIVE GRANT PROGRAM
FOR TWO PILOT PROGRAMS (1) STORM DRAIN RETROFIT AND
CATCH BASIN INSERT DEVICES, AND (2) PRESSURE WASHING
RECLAMATION SYSTEM
WHEREAS, the people of the County of Los Angeles on November 5, 1996,
enacted Los Angeles County Proposition A, Safe Neighborhood Parks Act of 1996 (the
Proposition), WhiCh, among other uses, proVides funds to public agencies In the County
for the restoration and Improvement of the Santa Monica Bay (Bay) by measurably
reducing the tOXICity of and/or pollutant load In urban runoff to the Bay, and
WHEREAS, stormwater runoff conveyed through storm drains and catch baSins
flows directly to the ocean and contains significant amounts of pollutants, including lItter,
debns, heavy metals, OIls and grease, that contaminate the Bay, and
WHEREAS, wastewater from cleaning parking lots, sidewalks and alleys routinely
contains moderate to high levels of pollutants, Including heavy metals, 011, grease, bacteria
and Viruses, which contnbute a slgmficant amount of pollution to the Bay, and
WHEREAS, the PropOSition has authonzed the Los Angeles County Department
of Public Works (the Department) to administer said funds, and

WH EREAS, the Department has set forth the necessary procedures governing
applications for grant funds under the Proposition, and
WHEREAS, SectIons 3 a 4 and 9 of the Proposition have allocated funds for capItal
outlay proJects for the purpose of restoring and Improving the Santa MOnica Bay, and
WH EREAS, the City of Santa Momca (City) IS applYing for these funds for two
projects (1) Retrofitting a storm drain outfall and Installing a catch baSin Insert deVice to
remove stormwater runoff contaminants, and (2) purchaSing a wash water reclamation
system to filter pollutants from runoff due to pressure washing of parking lots, Sidewalks
and alleys, and
WHEREAS, the projects do not Include mitigation activities required under Federal
or State law and are not for the purpose of flood control, and
WHEREAS, the City Will pursue all funding sources available to provIde any
additional funds that may be required to complete the projects If the grant funds received
are inSUffiCient and Intends to maintain and operate the proJects for the lifetime of the
equipment,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS
SECTION 1 The filing of an application With the Department for funds allocated
under Sections 8 a ,6, and 14 of the Proposition for the above named proJects IS hereby
approved
SECTION 2 The City Council certifies that the City of Santa Momca Intends to
pursue all alternative sources for additional funding for storm drain outfall retrofIt and

SECTION 3 The City Council recognizes that the City of Santa MOnica Intends to
operate and maintain the proJects throughout the lifetime of the equipment If funded
SECTION 4 The City Manager IS hereby appOInted as the agent of the City of
Santa MOnica to conduct all negotiations, and to execute and submit all documents
including, but not limited to, applications, agreements, amendments, and payment
requests, whIch may be necessary for the completion of the proJects The City Manager
may delegate authority to execute and submit documents pertaining to the administration
of the grant to City staff
SECTION 5 The City Council certifies that the City of Santa MOnica and the
Department agree to Indemnify, defend, and hold harmless the other party agaInst any and
allllablhtles, expenses, and claims arising from or connected with the work, authority, or
JUriSdiction, of the respective party
SECTION 6 The CIty Clerk shall certIfy to the adoption of thiS Resolution, and
thenceforth and thereafter the same shall be In full force and effect
