R-9158 4tSOLUTION NUMBER 9158 Icl (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA URGING THE STATE LEGISLATURE AND THE GOVERNOR TO ENACT WELFARE REFORM LEGISLATION WHICH IS RESPONSIVE TO THE NEEDS OF THE RESIDENTS OF THE CITY OF SANTA MONICA WHEREAS, the Personal Responsibility and Work Opportunity ResolutIon Act was signed Into law on August 22, 1996, and WHEREAS, Implementation of this federal legislation Will have a profound Impact on the residents of Los Angeles County and of Santa MOnica; and WHEREAS, the State legislature and the Governor have Wide-ranging discretion to determine how California Will Implement this legislation, NOW, THEREFORE THE CITY COUNCil FOR THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS Section 1. The City CounCil urges the legislature and the Governor to enact welfare reform legislation which responds to the needs of the residents of Los Angeles County and Includes the follOWing basIc prinCiples. 1. Creation of a state-funded safety net for elderly/disabled legal Immigrants who lose Supplemental Securrty Income/State Supplementary Payments (SSI/SSP). 2. Mamtenance or expansion of the current level of state funding In the welfare system 3 Establishment of a statewide General Assistance program which mcludes substantial state funding and state-determined benefit levels and eligibility criteria. 4 Assurance that any work requirements or time limits In the State's Temporary Assistance for Needy Families (T ANF) program truly promote self-sufficiency through employment by taking Into account unemployment rates, Job opportunities, disabilities, and the availability and funding of quality child care, training and other necessary services. 5. Separation of eligibility for In-Home SupportIve Services (lHSS) from SSI/SSP ehglblllty so that elderly and disabled legal ImmIgrants who lose SSI/SSP Will not also lose IHSS. 6 Exemption of parents wIth a child under age one from T ANF work requirements, and assurance that other T ANF recipients have access to quality, safe, reliable, and age- appropriate child care. 7 Assurance that low mcome workmg families Will continue to receive child care SubSidies to help them transitIon from and stay off of T ANF.
