A RESOLUTION OF THE CITY COL1\'CIL
OF THE CITY OF SANTA MONICA
FINDING THE CITY TO BE :r\' COl'\FORl\IA-"CE WITH THE
CO:'\lGESTION MANAGE1\IENT PROGRAM (CMP) Al\'D ADOPTING
THE CMP LOCAL IMPLEl\IENTATION REPORT, IN ACCORDANCE
WITH CALIFORNIA GOVEAAJ\IENT CODE SECTION 65089
WHEREAS, the Los Angeles County Metropohtan TransportatlOn Authority ("MTA")
actmg as the CongestIOn Management Agency for Los Angeles County, adopted the 1995
Congestton Management Program November, 1995, and
WHEREAS, the adopted CMP reqUIres that l\:ITA annually determme that the County
and CItIes wlthm the County are conformmg to all CMP reqUIrements; and
WHEREAS, the adopted OdP reqmres submittal to the MTA of thIS CMP local
ImplementatIOn report by September 1 of each year, and
WHEREAS, the City Councll held a notIced pubhc heanng on August 13, 1996.
NOW. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS

SECTION 1. The City IS In conformance with all appltcable reqUIrements of the 1995
CMP havmg taken the follOWing actlOns
A) The City conducted traffic counts and calculated levels of servIce for selected
artenal intersectIOns. consIstent with the reqUIrements IdentIfied 10 the CMP HIghway and
Roadway System Chapter.
B) The City has locally adopted and contmues to Implement a transportation demand
management ordmance. consIstent wIth the mInlmllm reqUIrements Identtfied In the CMP
TransportatlOn Demand Management Chapter
C) The City has locally adopted and contmues to Implement a land use analysis
program, conSIStent wIth the mlTIlmUm reqUlrements IdentIfied m the CMP Land Use Analysis
Program Chapter
D) The CIty has adopted a Local Tmplementauon Report. attached hereto and made
a part hereof, consIstent wIth the reqlllrements Idenufled m the ClvlP ThIS report balances
traffic congestIOn Impacts due to growth wIthm the City with transportatIOn Improvements, and
demonstrates that the Cny IS meetlng ItS responslbllttles under the CountYWIde DefiCIency Plan.

SECTION 2 That the CIty Clerk shall cerllfy to the adoptton of thIs ResolutlOn, forward
a copy of thIs ResolutlOn to the Los Angeles County Metropol1tan TransportatlOn Authority,
and thenceforth and thereafter the same shall be In full force and effect.
