RESOLUTION NO. 4541 (CCS)

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA APPROVING AND
AUTHORIZING THE CITY MANAGER TO EXECUTE
AGREEMENTS FOR CONTRACT SERVICES WITH
THE SANTA MONICA WESTSIDE VOLUNTEER BUREAU,
THE OCEAN PARK COMMUNITY CENTER AND THE
FAMILY SERVICE OF SANTA MONICA.
WHEREAS, the Santa Monica Westside Volunteer Bureau
is engaged in recruiting, interviewing and referring some
500 volunteers to render approximately l04,000 hours of
volunteer service each year to over lOa community agents; and,
WHEREAS, such public and private agencies to which
referrals are made perform public service in the areas of
health, welfare, recreation, education and culture which are
beneficial to the citizens of the City of Santa Monica; and,
WHEREAS, such public and private agencies are
thereby enabled to meet a greater number of community needs
at a reduced cost; and,
WHEREAS, the Santa Monica Wests ide Volunteer Bureau
is continually attempting to develop new ways to identify and
meet community needs; and,
WHEREAS, the Santa Monica Westside Volunteer Bureau
is performing a vital service in coordinating a program
wherein the needs for volunteer help of public and private
agencies can be satisfied and the cit~zens of Santa Mon~ca
desiring to do so can be given the opportunity to perform
a public service; and,
WHEREAS, the Ocean Park Community Center provides
aid for the senior citizens of the City of Santa Monica,
for educational programs, for referral services for those
citizens who need legal or psychiatric assistance, provides

information about housing, employment and drug counsel~ng,
and provides for emergency aid for needy members of the
community; and,
WHEREAS, the City cannot provide these services
without various substantial expenditures; and,
WHEREAS, the Ocean Park Community Center is
organized to provide these services without regard to race,
religion or creed to the residents of Santa Monica, and can
provide these services at a considerable savings to the City; and,
WHEREAS, the Family Service of Santa Monica investi-
gates and provides assistance to juveniles in connection with
the Juvenile Bureau of the Santa Police Department; and,
WHEREAS, the Family Service of Santa Monica
investigates the availability of and attempts to place
children in, boarding homes or foster homes when such placement
is appropriate or necessary; and,
WHEREAS, the services rendered to the community
by Family Service of Santa Monica are substantial and cannot
be undertaken by the City of Santa Monica without substantial
expenditure;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION l. That the contract between the City of
Santa Monica and the Santa Monica Westside Volunteer Bureau
for the furnishing of services by said bureau and the financial
assistance provided therein by the City be and is hereby
approved and the City Manager is authorized to execute said
contract on behalf of the City of Santa Monica.
SECTION 2. That the contract between the City of
Santa Monica and the Ocean Park Community Center for the
providing of services by said Center and the funding of such

services by the City be and is hereby approved and the City
Manager is authorized to execute said contract on behalf of
the City of Santa Monica.
SECTION 3. That the contract between the City of
Santa Monica and Family Service of Santa Monica for the
provision of services by said Family Service and the funding
of said services by the City of Santa Monica be and is hereby
approved and the City Manager is authorized to execute said
contract between the City of Santa Monica and Family Service
of Santa Monica on behalf of the City of Santa Monica.
SECTION 4. The City Clerk shall certify to the
adoption of this resolution and thenceforth and thereafter
the same shall be in full force and effect.
