A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING AND RATIFYING AN AGREEMENT WITH A RECOGNIZED GROUP
OF EMPLOYEES.
WHEREAS, Section 2.06 of Ordinance 801 (ecs) of the eity of Santa Monica
requires the preparation of a written agreement between the administratio
and recognized employee organizations if an agreement can be reached; and
WHEREAS, Section 2.06 of Ordinance 801 (CCS) of the City of Santa Monica
w further provides that any such agreement shall not be binding and shall
be presented to the governing body for determination;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The City Council does hereby approve and ratify that
agreement executed by the Employee Relations Officer and
the merged unit of MEA/CAOA on the 19th day of September,
1974, a copy of which is attached hereto.
SECTION 2. The City Clerk shall certify to the adoption of this
resolution and thenceforth and thereafter the same shall
be in full force and effect.

It is hereby agreed by the parties hereto, the City of Santa
Monica, subject to ratification by the City Council, and the
merged unit of MEA-CAOA, as follows: .
Effective September 29, 1974, salary rates for the individual
employees listed on the attached list, hereby made a part
hereof the same as if set forth in full hereon shall be
increased as indicated thereon.
It is further agreed by the City that, without prejudicing the
negotiation process and with no promise of retroactivity in
this instant,the City Administration will pursue the question
of the legality of retroactivity during negotiations of this
nature. As part of this further agreement and without effecting
the first two paragraphs of this agreement, it is hereby agreed
that upon such legal determination, the parties hereto will
reopen negotiations as to the retroactivity of these increases.

Equalization of Pay Within Certain Classificatiops of City
Employees
Introduction
Attached you will find a copy of subject agreement.
13ackground
Over the past several years, a situation has evolved
which results in as many as five different pay scales
for a single classification. For instance, Intermediate
Clerk is represented in five different units.
In an effort to alleviate this c~~bersome and inequitable
situation, the Administration has negotiated with a
r.ewly formed appropriate unit which conbines almost all
of the affected classifications into one bargaining
unit. The attached agreement reduces the majority or the
classifications formerly represented by as many as five
different bargaining units down to one. In three instances,
(Secretary, Senior Clerk, and Intermediate Clerk) repre-
senLation has been reduced from five units to two units.
Adjustments are made in this agreement to reflect the
consolidation of representation in the newly formed unit.
Cost of these adjustments will approXL~ate $10,500 during
the remainder of the fiscal year endip~ June 30, 1975.
Funds are budgeted to satisfy this requirement in the
1.7 million dollar aoount approved by Council for salary
adj llstments.

I recommend that Council approve the attached agreement to effect
a marked consolidation of pay schedules motivated by the desire
by all parties to offer equal pay to any employee in a given
classification.
