A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA DESIGNATING THE
CITY OF FUJINOl'lIYA, JAPAN, AS THE "SISTER
CITY" OF THE CITY OF SANTA MONICA.
WHEREAS, the then Presldent of the Unlted States of
Amerlca, DWlght D. Elsenhower, in 1956 inaugurated the "People-
to-People" Program to establlsh greater frlendshlp and under-
standlng between the peoples of the United States of America
and other natlons of the world through the medlUffi of personal
contact; and,
T~EREAS, the varlOUS cltles of the Unlted States of
Amerlca have been requested to further thlS program by affllla-
tlng wlth forelgn citleSj and,
WHEREAS, the Clty of Santa Monlca has afflllated
wlth other cltles in the sister Clty program to the beneflt
of the varlOUS participants thereln; and,
WHEREAS, the FUJlnomlya Municipal Assembly has
endorsed a "Slster Cl.ty" affl.llatl.on between the Clty of
E'u]inoml.ya, Japan and the Clty of Santa Monlca; and,
WHEREAS, the City of FUJinomlya and the Clty of
Santa Monica have many Sl.IDllar characterlstlcs and mutual
lnterests; and,
WHEREAS. it is deSlrable that relatlonships between
the natlons of the Unlted States of Amerlca and Japan be
strengthened through gOOdWlll and mutual understanding; and,
WHEREAS, on October October 12, 1974, both the [layor
of Santa Monica, Clo Hoover, and the i~ayor of FUJinoTI'lya,
Shlzuoka Prefecture, executed an agreerrlent to establlsh <' s~ster

Clty re1atlonshlp to become effective In May, 1975, on the
lOath Annlversary of the Clty of Santa Monlca, In the interests
of broadening thelr mutual frlendshlp, lncreaslng cultural
exchange In varlOUS fields, thereby promotlng world peace and
prosper1ty.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. ThlS City Council, on behalf of the
people of the Clty of Santa Monlca, offlcially deslgnates
the Clty of FU]lnornlya, Japan, as a "S1ster Clty" under the
people-to-people program.
SECTION 2. The :Hayor of 3anta Monica 1S hereby
authorlzed and dlrected to execute all necessary documents to
effectuate and perfect thlS relatlonshlp.
SECTION 3. The agreement executed by the Mayor of
the C1ty of Santa Monlca on behalf of the Clty of Santa Mon1ca
and the Mayor of FU]lnomiya on behalf of the Clty of FU]1nomlya
1S hereby ratlfied, with the relat10nshlp to commence May,
1975, on the occaSlon of the lOOth Ann1versary of the Clty of
Santa Monica.
SECTION 4. The cltlzens of the Clty of Santa Mon1ca
are urged to jOln wlth the munlclpal government In partlc1patlng
ln thlS program and to foster by personal contact gOOdWlll
and mutual understandlng wlth the people of the Clty of
FU]lnomlya.
SECTION 5. The City Clerk lS lnstructed to forward
coples of thlS resolutlon to the FU]lnomlya Municlpal Assembly,
to the Unlted States Department of State, to the Amerlcan
Municipal Associatlon, and to the League of Callfornla Cltles.

SECTION 6. The City Clerk shall certlfy to the
adopt1on of thlS resolut1on, and thenceforth and thereafter
the same shall be 1n full force and effect.

Subject: Surplus Fire Pumper
lntroduct~on
A new fire pumper purchased during FY 1973-74 will be delivered on or about
December 30, 1974. The pumper to be replaced will not be necessary to the
city's fire protection program. It has been suggested that in response to
a request by the Mayor of the City of Mazatlan, the city might donate the
surplus pumper to the Cuerpo de Bomberos of Mazatlan.
Background
The new pumper will enable the Fire Department to release a 1954 G.M.C.-
Van Pelt 1000 GPM pumper which was purchased in 1954. This unit was acquired
as part of a cost-sharing program with the State of California Department of
Civilian Defense. Total cost was approximately $14,000. The city paid $8,000
and the state paid $6,000. The state released title and ended the contractu-
ral agreement covering this unit in 1965.
The 1954 pumper has passed the point of reasonable maintenance cost and parts
are difficult and costly to obtain. The unit will not accommodate all of the
necessary equipment carried on a standard pumper in this city.
The unit is in good operating condition. Its value can only be established
by the need of the owner to make use of this particular piece of equipment.
A trade-in price of $700 is included in the agreement to purchase the new
pumpe r .

Alternatives
1. The city may trade in the unit as agreed in the contract to purchase
the new pumper from Crown Fire Coach Corp. The supplier has indicated
a willingness to accept a $700 payment in lieu of the trade in.
2. The city may advertise to sell the unit to the highest bidder. The
number of older fire trucks available generally exceeds the demand.
It is very difficult to estimate whether the city might receive a bid
in excess of $700. A substantially higher price would be necessary
to underwrite the cost of advertising and negotiating with prospective
buyers.
3. The city might solicit contributions from groups within the community.
Perhaps one or more groups may be willing to assist the City of Mazatlan
by raising the $700 to purchase the pumper and then donating it to the
bomberos of Santa Monica's Sister City.
4. The Council may elect to declare the pumper as surplus equipment and
donate it to the City of Mazatlan. This alternative would require an
appropriation of $700 to be paid in lieu of the trade-in allowance on
the old equipment.
Reconnendation
This pumper could fill a significant need in the City of Mazatlan. It;s
recommended that the Council elect to follow either alternate 3 or 4. The
firefighters' local of Santa Monica has agreed to deliver the unit to the
border and to handle any expenses necessary to transport it to that point.
