R-4578 Cb!--12!~~--rs - RESOLUTION NO. 4578 (CGS) RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA STATING ITS POSITION ON THE DRAFT "POWERS, FUNDING AND GOVERNMENT" ELEMENT OF THE SOUTH COAST REGIONAL COAST- AL ZONE PLAN WHEREAS, the City of Santa Monica. as a charter city located on the Califorma coast, is V1tally concerned with the preparatl.On of the Coastal Zone Plan as required by the California Coastal Zone Conservation Act of 1972; and WHEREAS, in furtherance of the preparation of the above plan, the South Coast Reglonal Commission of the California Coastal Zone Conserva- tion Commission has prepared a draft "Fowers, Funding and Government" Element of said plan; and WHEREAS, this draft element requires substantial change to make it compatible with the responslbilties and powers of eXisting government entities, especially Charter GlUes; and WHEREAS, the staffs of both the State and ReglOnal Commis- sions and the Chairman of the Regional Commission have assured all concerned that they welcome all comments on the draft element; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: Section 1. The City Council endorses the written comments submitted to the Commission by the Clty on December 6, 1974. SectlOn 2. The City Council urges the South Coast Regional Commission to seriously conslder alternatives to appointed State and interim Regional Commissions with no local government representatives, such as the use of Area Coordinating Councils made up of locally elected officials as deSCribed in the "Action Plan For EnV1ronmental Control and Land Use Authority" of the League of California Cities. Section 3. The City Council strongly requests that the draft element include a recommendation that the State totally finance the increased costs incurred by cities in ~mplementing any coastal zone plan. Streichman, Assistant City Attorney Correction of Typographical Errors On The Attached Ordinance It has been called to the attention of this Office by Community Development that the attached resolution contains a typographical transposit~on in Section 2 thereof. Pursuant to Section 615 of the City Charter, typographical or clerical errors may be corrected without the need for an amendment to an ordinance or resolution duly adopted by the City Council.
