RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA URGING THE CONGRESS
OF THE UNITED STA TES TO AMEND THE DISASTER
RELIEF ACT TO INCLUDE ASSISTANCE FOR LOCAL
STREET AND HIGHWAY SYSTEMS
WHEREAS. the Metropohtan Transportahon Engineering
Board (MTEB) is composed of admlnlstrators. planners and engineers re-
presenting 147 clties and 6 counties in Southern Cahfornia. and
WHEREAS, the MTEB is one of the technical transportatlon
advisory committees for the Southern California AssoClab.on of Governments,
and has since its inception ln 1950, been the coordlnahng and transportatIOn
advisory commlttee ln developing the streets, hlghways and freeway systems
within the MTEB area, and
WHEREAS, the Clty of Santa Monica is represented on the
MTEB, and
WHEREAS, the DIsaster Rehef Act of 1974 became Public
Law 93-288 on May ZZ, 1974, and
WHEREAS, Congress should be commended for substantially
reducing red tape and eliminating many of the undesirable provlslOns of the
previous disaster relief procedures, and
WHEREAS, the provisions of the act will allow for the speedy
restoration of disaster damaged public facihties covered under the act, but
contlnues the exclusion of Federal-ald roads from assistance, and
WHEREAS, the major street and lnghway systems of cities
and counties in the State of CaIlfornia are designated as Federal-aid roads,
requirIng disaster assistance requests to be processed under the lengthy and
time-consuming procedures of Title 23 of the United States Code, and
WHEREAS, the MTEB endorses the County Engmeers
Association of California AD HOC Committee on Storm Damage Review, Repair
and Reimbursement recommendation of November 1970 for a ten-point program
which stressed the need to develop a single application for fibng claims under

aU laws for reimbursement of damaged public facilities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
Section 1. That the Congress of the United States is hereby
petitioned to amend Title 23 of the United States Code to provide disaster
rellef assistance in the manner and procedures set forth in Public Law 93-288
for Federal-ald routes, such as the Urban and Secondary Systems, that are
components of the local city and county street and highway systems.
Section 2. That the City Clerk shall forward copies of this
resoluhon to the League of Californla Clties, County Supervisors AssocLation
of California, Senators Cranston and Tunney, and the Secretary of Housing and
Urban Development.
Section 3. The City Clerk shall certify to the adoption of this
resolution and shall cause tIns resolutlon and his certification to be entered in
the Book of Resolut1.ons of the Council of the Clty of Santa Monica.
