R-4586 , -.....:.- RG:pp 11-13-74 - , RESOLUTION NO. 4586 (GCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA PROPOSED BY THE ELECTION REVIEW COMMITTEE RE- LATING TO MEDIA INVOLVEMENT IN ELECTION CAMPAIGNS WHEREAS, the Mayor and the City Council of the City of Santa Monica recognize that the overwhelming support given by the people of the City of Santa Monica to Proposition 9 in the 1974 primary election reflects a deep-felt need for reform of the electoral process and in recognition of this support for electoral reform~ the City Council has adopted an ordinance de- signed to eliminate possible abuses, setting forth regulations on election contributions and expenditures and providing munici- pal services to better acquaint the electorate with issues in- volved in elections. NOW, THEREFORE, THE CITY COUNCIL (F THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: There still remains an important area in which the City Council has neither the authority or desire to legislate, namely, the manner in which the media can contribute to tre process of improving voter information regarding city elections. It is still the hope of the City Council that newspapers radio stations and possibly televisions stations will give serious consideration to allowing either space or time on a regularly scheduled basis during an election for candidates (or the commit- te~ for or against ballot measures) to state their stands on whatever issues the candidates (or committees) desire and to in- vite the candidat~to respond to questions directed to all of them in the public int erest. RG: pp 11-13-74 e e media in their handling of election news or any editDrial decis to endorse a candidate or take a side on an issue. The City Council merely desires tD invite the media to join the City in its efforts to improve the election process and make possible a better informed electorate. A copy of this resolution shall be sent to the repre- sentatives of all media operating wholly or partially in the City of Santa Monica. SECTION 1. The City Clerk shall certify to the adop- tion of this reaiution, and thenceforth and thereafter the same shall be in full force and effect. ADOPTED and APPROVED this 14th day of January 1975.
