A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA AUTHORIZING
AND DIRECTING THE CITY ATTORNEY TO
PETITION THE FEDERAL AVIATION AGENCY
TO AMEND ITS RULES TO COMPEL DENIAL
OF LANDING AND TAKEOFF CLEARANCE AT
SANTA MONICA AIRPORT TO AIRCRAFT
OPERATING IN VIOLATION OF SANTA MONICA'S
NOISE REGULATIONS AND TO URGE PRESIDENT
FORD AND EACH OF SANTA MONICA'S FEDERAL
REPRESENTATIVES TO TAKE ALL ACTION IN
THEIR POWER TO AMEND SUCH RULES AND TO
ACHIEVE COOPERATION BY FAA PERSONNEL
IN COOPERATING TO CONTROL NOISE.
WHEREAS, the City of Santa Monica ~s the owner and
propr~etor of the Santa Mon~ca Munic~pal Airport; and,
vlliEREAS, the c~ty of Santa Monica has a ban on
Jet aircraft and aircraft operat~ng w~th the noise level of
over 100 dba's; and,
WHEREAS, the Federal AVlation Agency has declined to
deny landing or takeoff clearance to a~rcraft v~olat1ng Santa
Monlca's Jet ban and no~se regulat~ons,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Attorney 1S hereby ordered and
directed to take all necessary action to enforce the jet ban
and no~se regulat~ons of the C~tYI 1ncludlng but not l1m~ted
to fl11ng a Petlt10n for Rule Making wlth the F.A.A. to compel
F.A.A. personnel to observe, adVlse of, and enforce Santa
Monlca's regulat10ns against jets, and aga1nst aircraft
operat~ng in v~olatlon of Santa Mon~ca's nOlse regulatlon
ord1nance.
SECTION 2. The C1ty Counc~l does hereby urge President

Ford, Senator Cranston, Senator Tunney, and Congressmen Bell
and Reese, to take all action w1thin their power to compel
F.A.A. personnel to observe, adV1se of, and enforce Santa
Monica's regulat10ns aga~nst Jets, and aga~nst a1rcraft
operat~ng ~n violatlon of Santa Monica's nOlse regulat10n
and to enforce noise restrictlons at local airports.
SECTION 3. The Clty Clerk 1S ordered and dlrected
to transmit a copy of thlS resolutlon to each of the above
federal governmental representatlves and to the local and
natlonal dlrector of the Federal Aviatlon Agency.
SECTION 4. The City Clerk shall certify to the
adoptlon of this resolutlon and thenceforth and thereafter
the same shall be ln full force and effect.
