A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SUPPOR TING ASSEMBLY BILLS
328 AND 335 REGARDING ENVIRONMENTAL IMPACT
REPOR TS FOR COMMUNITY DEVELOPMENT ACT
APPLICA TIONS
WHEREAS, the EnvJ.ronmental Quality Act of 1970 requJ.res
local agencies including cities, counties and cities and counties to prepare
or cause to be prepared by contract and to certify the completion of an
Environmental Impact Report on any project which they intend to carry out
or approve which may have a significant effect on the environment; and
WHEREAS, Assembly Bills Number 328 and 335 would specify
that nothmg in the Cahfornia Environmental Quality Act of 1970 shall require
a city to prepare an Environmental Impact Report for a project proposed to
be assisted under the Federal Housing Community Development Act of 1974
prior to making such application for assistance If the apphcahon 1S submitted
on or before Apnl 15, 1975; and
WHEREAS, these bills would also specify, however, that the
requirements of the California Environmental Quality Act of 1970 shall be
satisfied before such a project is carried out or finally approved by the City; and
WHEREAS, It appears redundant to prepare such Environmental
Impact Statements for the application submitted for Community Development
Act Funds and subsequent Environmental Impact Statements for individual
projects that may be funded by said Community Development Act.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
Section 1. That the City Council endorses Assembly Bill Number
328 and Assembly Bill Number 335.
SectIon 2. That the City Clerk 1S hereby instructed to transmit copies
of tius resolutIon to the League of California CitIes and the State Legislative
Delegation of the C1ty of Santa Monica and to the Assembly Committee on Resources
and Land Use.
