A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA CO~~ffiNDING
THE HONORABLE CLO HOOVER, ~~YOR, FOR
HER DEDICATED SERVICE TO THE CITY OF
SANTA MONICA.
WHEREAS, Clo Hoover was flrst elected to serve on the
City Council of the Clty of Santa Monica in 1961 for a two year
term and was thereafter reelected ln 1963, 1967, and 1971, each
for four year terms; and,
WHEREAS, Clo Hoover has thereby served for fourteen
consecut~ve years as a member of the C~ty Counc~l of the Clty of
Santa Monlca; and,
WHEREAS, Clo Hoover has thereby served the longest
consecut~ve term of service of any member of the City Councll to
this date s~nce the incorporation of the City; and,
WHEREAS, she was elected by her fellow councl1 members
to serve as Mayor Pro Tempore in 1970; and,
WHEREAS, she was elected by her fellow council members
to serve as Mayor ~n Aprll of 1973, and has so served Slncei and
WHEREAS, as Mayor, Clo HOOVer has unselfishly devoted
herself full tJ.me to the work of the Hayor's Offlce and has
malntalned an "open door" POllCY, making herself available to
everyone at any time; and,
WHEREAS, Mayor Hoover has served as a member and
Presldent of the Santa Mon~ca Breakfast Club; as a member and
Presldent of the Santa Monlca Hospital AuxilJ.ary; as founder
PreSldent of the Rehabilitat~on Serv~ce Guild; as Cha~rman of
Red Cross Nurses A~des, Santa Monica Chapter of the Amerlcan
National Red Cross; as Chairman of Volunteers, Santa Monica

Chapter, American Natlonal Red Cross; as Secretary of the Board
of Directors of the Santa Monlca Chapter of the Amer~can National
Red Cross; as Vice-Chairman of the Board of Dlrectors of the
Santa Monlca Chapter of the Amerlcan Natlonal Red Cross; as a
member of the Board of Directors of the Santa Monlca Chapter of
the American Nat~onal Red Cross; as Cha~rman of the Amer~can
Cancer Soclety Bay Area Drive; as Chairman of the Mothers' ~1arch

Ladles' Auxiliary of Santa Monlca Boys' Club; as a member and
President of the Santa Monica Womens Club, Federatedi and,
WHEREAS, Mayor Hoover was awarded the OAR Honor Medal
on January 21, 1975; ~s an honorary member of the Santa Monlca
Councll of the Navy League of the Unlted States; lS a votlng
delegate for the Republlcan State Central Commlttee of Californlai
1S the 1975 Fund Campa1gn Cha~rman, Red Cross and is a member of
the Board of Dlrectors of the Red Cross; and,
~ijHEREAS, Mayor Hoover was voted "I"i'oman of the Year, II
Clty of Santa l'lonica, 1956; and is an honorary member of the
Santa Monica Pl10t Club; and, by appo1ntment, was made Chalrman
of the American Hospltal Assoclatlon Councll on Hospltal Auxil1aries
and Coordlnating Council, 1958-59; was appointed by the President
of the Amerlcan Hospital Associatlon, Chlcago, Illinols, to serve
on the Councl1, Hospltal Auxiliary, 1956; and,
WHEREAS, Mayor Hoover was the first woman to receive
an honorary fellowship from the Amerlcan College of Hospltal
