A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA AUTHORIZING THE PURCHASE OF
FIFTY-TWO THOUSAND (52,000) LIBRARY SECURITY
CHECK PLATES AND WAIVING CALL FOR BIDS
WHEREAS, the Public Library of the City of Santa
Monica has need of fifty-two thousand (52,000) security check
plates; and
WHEREAS, the City has canvassed five (5) known
vendors of similar items, and received a bid from only one
(1) bidder, namely Checkpoint Systems, Inc.; and
WHEREAS, to further advertise for bids for said
check plates would be to no avail and would cause unnecessary
expense and delay.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA OOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager is authorized to
purchase the required check plates on the open market without
calling for formal bids.
SECTION 2. The City Council finds that the purchase of
the required check plates is of necessity to the City and that to
advertise formally for bids would be to no avail and would cause
unnecessary expense and delay.
SECTION 3. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.

SUBJECT: Recommendation to waive formal bid procedure and aUthorize
purchase of Library Security Check plates - _'

Introduction;
This report concerns the purchase of fifty-two thousand (52,000)
security check plates for the City Library~electronic circulation
detection system in a total amount of $5,787.60> including applicable
sales tax. Funds are available in library special department supplies
account 13-8611-401 (part of a total of $14,693.33).
~ackgrou~d:
The book, periodical, and audio-visual circulation security system at
the main library includes sensitized plates, inserted in each circula-
ting item. These check plates are specially coded and keyed to match
and interface with fixed sensing devices installed at the library.
Inquiries were directed to four (4) other known manufacturers or
suppliers in this product field and all declined to quote or suggest
any source other than the original plate manufacturer.
Additional research indicates that these unique items are exclusively
distributed only by the original detection system manufacturer,
Checkpoint Systems, Inc.
The purchase cost noted above is contained in the bidder's proposal
letter dated April 15, 1975_
Alternative Solutions:
1) To issue a call for formal bids which would probably
not result in lower cost and would further delay
acquisition and increase procurement expenses for
these plates.

2) To waive formal bid procedure-and authorize
the purchase of these plates from their
exclusive manufacturer.
3) To defer the purchase at this time, which might
result in pilferage loss to the city of
valuable and irreplaceable library items.
Recommendation:
It is recoulluended that the Council act favorably upon alternative
solution number 2, and authorize the check plate purchases from
Checkpoint Systems, Inc.) in the amount of $5,787.60.
