A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR THE INSTALLATION
OF AN ALARM MONITORING SYSTEM IN THE SANTA
MONICA POLICE BUILDING
WHEREAS, a limted alarm monitoring system presently
exists in the Santa Monica Police Building; and
WHEREAS, said alarm system has significantly reduced
the number of burglaries in those establishments which are a
part of said system; and
WHEREAS, other merchants in the City are desirous of
becoming a part of said system and a recipient of the better
police protection provided thereby; and
WHEREAS, proposals for the installation of a 100 position
alarm monitoring system in the Santa Monica Police Building were
solicited from fifteen (15) suppliers with experience in the
furnishing and installing of such systems; and
WHEREAS, M. E. Hansen & Associates has submitted a proposal
to install such 100 position alarm monitoring system with conduit
capacity for 500 alarms without expense to the City; and
WHEREAS, M. E. Hansen & Associates has agreed to enter
into a contract for a period of three years, subject to cancellation
by either party upon six months' notice and subject to termination by
the City in the event of default by M. E. Hansen & Associates; and
WHEREAS, M. E. Hansen & Associates has further agreed to
maintain, expand, and/or relocate said equipment as and when
necessary without cost to the City; and
WHEREAS, M. E. Hansen & Associates has likewise agreed to
hold the City, its officers, and employees harmless and to indemnify
the City against any and all claims, losses, or damages which may
arise out of the design, construction, installation, maintenance,
or use of such equipment; and

WHEREAS, connection facilities to such system shall be
made available to all persons or firms within the City of Santa
Monica who have received written approval from the Chief of Police;
and
WHEREAS, the operation of such system will provide for
more efficient law enforcement within the City of Santa Monica;
NOW. THEREFORE, THE CITY COUNC IL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council finds that the City of
Santa Monica has need of such an alarm monitoring system in the
Santa Monica Police building to assist in law enforcement in the
City of Santa Monica.
SECTION 2. M. E. Hansen & Associates has agreed to
install a 100 position alarm monitoring system with conduit capacity
for 500 alarms providing the maintenance, expansion, and/or
relocation of the equipment in such system as and when necessary
under a three year contract without cost to the City.
SECTION 3. The City Manager is authorized to execute
a three year contract on behalf of the City of Santa Monica with
M. E. Hansen & Associates for the installation in the Santa Monica
Police Building of such alarm monitoring system, subject to the
approval of the City Attorney and without the need of further
approval by the City Council.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
