A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING
AND RATIFYING A MEMORANDUM OF UNDERSTANDING WITH A RECOGNIZED GROUP OF
EMPLOYEES.
WHEREAS, Section 2.06 of Ordinance 801 (CCS) of the City of Santa Monica requires
the preparation of a written memorandum of understanding between the administra-
tion and recognized employee organizations if an agreement can be reached; and
WHEREAS, Section 2.06 of Ordinance 801 (CCS) of the City of Santa Monica further
provides that any such memorandum of understanding shall not be binding and shall
be presented to the governing body for determination;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1. The City Council does hereby approve and ratify those memoranda of
understanding executed by the City Manager and the representatives
of the Santa Monica CAOA/MEA; Santa Monica Librarians' Guild, Local
l634,American Federation of State, County and Municipal Employees
(AFSCME, AFL-CIO); Santa Monica Library Non-Professionals, Local
1634 (AFSCME; AFL-CIO); and the Public Employees Union, Teamsters
Local 986 on the 1st day of July, 1975, copies of which are attached
hereto.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
thenceforth and thereafter the same shall be in full force and effect.
ADOPTED and APPROVED this 24th day of June, 1975.

S~BJLCT: Ratification of Memoranda of Understanding
To date four Memoranda of Understanding have been ratified
by employee organizations as follows:
Teamsters--representing approximately 360 blue collar employees.
Terms of this Memorandum, a three-year agreement, are:
a) Wages - consolidation of all employees in the appropriate
unit under one pay scale effective July 6, 1975. This
consolidation will cover an approximate 1.25% increase
for approximately 60 individuals in the unit. The 2%
bonus in lieu of differential retirement contribution
has been assumed into the base pay figures effective
July 6, 1975; effective September 28, 1975 a unit
wide salary increase of 6~%; effective July 4, 1976
a 5~% raise; and effective July 3, 1977 a 5~% raise.
If the Consumer's Price Index for either or both of
the 2nd and/or 3rd contract years rises 5% or more
from April to September, an additional 2% raise is
granted effective in January of such year.
b) During the 3rd year of this agreement) provided the
City is notified in writing by 85% or more of the
individuals of the unit that a monthly service fee should
be paid to the Teamsters for their representation, such
a service fee payment will be mandated for those employees
who do not choose to join the union.
c) Other minor economic changes and working condition
changes are also covered in this MOll.

d) Additional costs for the first contract year will not
exceed $475,000; the second contract year additional
costs will not exceed $451,000; the third contract
year additional costs will not exceed $497,000.
AFSc~re, Local 1634 1) Librarians Guild and 2) Library Non-
Professionals--two separate MOUls with essentially the same
elements:
a) Wages - Effective July 6, 1975 a consolidation of the
2% bonus formerly paid in lieu of differential retire-
ment contribution has been assumed into the base pay
figures effective July 6, 1975. Also effective July 6,
1975 a raise of 6%; effective July 4, 1976 a 5~%
raise; and effective July 3, 1977 a 5~% raise. If

2nd and/or 3rd contract years rises 5% or more from
April to September, an additional 2% raise is granted
effective in January of such year.
b) During the 3rd year of this agreement, provided the

costs will not exceed $54,500; the third contract
year additional costs will not exceed $58,400.
CAOA/MEA, City Administrative and Office Associates/Municipal
Employees Association--repreSenting approximately 165 clerical
and administrative employees. Terms of this Memorandum,
a one-year agreement, are:
a) Wages - 6~% wage increase effective July 6, 1975
and increased medical benefits similar to that
contemplated for all employees.
b) Additional Costs for the contract year of this MOD
shall not exceed $196,000.
