A RESOLUTION or ~HE CITY COUNCIL OF
THE CITY OF SANTA MONICA ASSURING THE
FEDERAL INSUPJU~CE ADMI~IS~RATION OF
ADEQUATE PLOOD CONTROLS THROUGH h~ND
USE AND AUTHORIZING THE CITY ~NAGCR
TO SUB1<lIT AN APPLICATION FOR PARTICIPATIOlI
IN THE NATIONAL FLOOD INSURANCE I'ROGR'U1.
WHEREAS, the Congress of the Un~ted States has enacted
the Flood Disaster Protection Act of 1973; and,
WHEREAS, certaln areas of the Clty of Santa MODlca
may be subJect to perlodlc floodlng fro~ ralnfall, causlng
serlous damages to propertle5 withln these areas; and,
1'lliEREAS, the exact des1gnat1on of suc~ areas has not
been finally determ1ned; and,
\vHEREAS, rellef 15 avallable 1n the form of Federally
subsldized flood lnsurance as authorlzed by the Natlonal Flood
Insurance Act of 1968; and,
WHEREAS, it is necessary to particlpate ln the National
Flood Insurance Program to avold certa1n sanct10nsi and,
'llP'EF:r.AS, It is the intent of th~s Counc~l to requlre
the recognlt~on and evaluat10n of any eXlsting flood and/or Dud
sllde hazards 1n all officlal actlons relatlng to land use 1n
the flood plaln areas havlng speclal flood hazardsi and,
lfflEREAS, th1s Councll has the leaal authorlty to adopt
land use and control measures to reduce future flood losses
pursuant to lts home rule authority granted by the Constltution
of the State of Callforn~a and the C1ty Charter of the Clty of
Santa Mon1ca and Sect10n 400 thereof.
NON THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA
llONICA DOES RESOLVE AS I'OLLOhTS:

SECTION 1. Assures the Federal Insurance
Adminlstration that it wlll enact as necessary, and ma~ntain
in force for those areas hav1ng flood or ~udsllde hazards,
adequate land use and control measures w1th effectlve enforcement
provisions consistent with the C~iteria set forth in Section
1910 of the ~ational Flood Insurance Progr~~ Regulat10nsi and,
SECTION 2. Vests C1ty Eng2neer with the
responsibi12tYl authority, and means to:
(a) Delineate or aSslst the
Adm1nlstrator, at hlS request, 1n delineatlng the llmits of
the areas hav1ng speclal flood (and/or muds11de) hazards on
available local maps of suffic1ent scale to ldentify the locatlon
of building sltes.
(b) Provide such inforflatlon as the
Admin~strator may request concern1ng present uses and occupancy
of the flood pla1n (and/or muds11de area}.
(c) Cooperate wlth Federal, State,
and local agencies and prlvate flrms which undertake to study,
survey, map, and ldentlfy flood plain or mudslide areas, and
cooperate w1th nelghboring cornmunltles with respect to management
of adJoining flood plain and/or muds11de areas in order to prevent
aggravat10n of eX1sting hazards.
(d) Submit on the ann1versary date
of the commun1ty's lnit2al elig1bllity an annual report to the
Administrator on the progress made during the past year within
the cornmunlty in the development and 1mple~entatlon of flood
plaln (and/or Mudsl1de area) management measures.
SECTION 3. Appolnts C1ty Englneer to roalntain for
pub11c 1nspect10n and to furn1sh upon request a record of
elevatlons (In relation to mean sea level) of the lowest floor
(includlng base~ent) of all new or substantlallv i~proved

structures located in the special flood hazard areas. If the
lowest floor is below grade on one or more sldes, the elevatlon
of the floor lmmed1ately above must also be recorded.
SECTION 4.
Agrees to take such other offlcial
act10n as may be reasonably necessary to carry out the obJectives
of the program.
SECTION 5.
Tha t the Cl ty t1anager and the Cl ty
Englneer be and are hereby authorized to submit an appllcation
for partlClpatlon ln the National Flood Insurance Program.
SECTION 6.
The Clty Clerk shall certlfy to the
adoption of this resolutlon, and thenceforth and thereafter
the same shall be ln full force and effect.
