R~IS: Jst 7-2-75 - RESOLUTION NO. 4655 (CCS) (Clty Counc~l Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA PERTAINING TO THE REVIEW OF CERTAIN NEW CONSTRUCTION FOR SAFETY FROM FLOODING. WHEREAS, the C1ty of Santa Monica has adopted and lS enforclng the Santa Monica Build~ng Code and the Comprehensive ~a~d Use Ordinance of the C1ty of Santa Monlcai and, WHEREAS, Sect~on 301A of the Santa Monlca Building Code prohibits any person, firm or corporation from electing, constructing, enlarging, alterlng, repa1ring, lmprov~ng, ~oving or demollsh~ng any build1ng or structure without f~rst obtainlng a separate bUllding permit for each building or structure from the BUllding Off~ceri and, WHEREAS, the BUlldlng Offlcer must examine all plans and spec1flcatlons for the proposed construction when applicatlon 1S made to him for a buildlng permit. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The the BUllding Officer shall review all building perm~t appllcatlons for new construction or substantlal i~provements to determlne whether proposed bU1ldlng sites w1ll be reasonabl~ safe from flooding. If a proposed build1ng slte is ln a locat10n that has a flood hazard, any proposed new construction or substantlal 1mprovement (including prefabrlcated and mob1le homes) must (l) be designed (or modi fled) and anchored to prevent flotat1on, collapse, or lateral move~ent of the structure, (ii) use construction materials and utlllty equipment that are reslstant to flood damage, and (~ll) use -1- It e construct~on Methods and pract1ces that wlll Minlm~ze flood damage. SECTION 2. That the Zon1ng Ad~in1strator shall reV1ew subdiv1s10n proposals and other proposed new developments to assure that (i) all such proposals are conslstent wlth the need to m1n~m~ze flood damage, (li) all publlC ut~lit~es and facil~tles, such as sewer, gas, electrlcal, and water systeMs are located, elevated, and constructed to mlnimlze or el1mlnate flood damage, and (li1) adequate dra~nage lS prov~ded so as to reduce exposure to flood hazards. SECTION 3. That the Clty Engineer shall require new or replacement water supply systems and/or sanitary sewage systems to be des1gned to mln~mlze or el~minate 1nflltratlon of flood waters 1nto the systems and discharges from the systems lnto flood waters, and requ1re on-s~te waste dlsposal systems to be located so as to avoid impairment of them or contaminatlon from them during flooding. SECTION 4.
