R-4663 RLKtlJs:mms 7.1.75 CA e RESOLUTION NO. 4663 (CCS) (Clty Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE PURCHASE OF CERTAIN CARPETING ON THE OPEN MARKET AND WAIVING THE CALL FOR BIDS WHEREAS, the Offlce of the City Attorney lS scheduled to relocate to new offices on the thlrd floor of the City Hall on August 1, 1975: and, WHEREAS, the Offices of the Department of Communlty Development is scheduled to occupy the present offices of the Clty Attorney on the same date; and, WHEREAS, there 1S presently no carpeting on the th1rd floor~ and, WHEREAS, 1t 1S deslrable for nOlse abatement to install carpetlng on said third floor; and, WHEREAS, the thlrd floor is presently undergoing structural modification in ant1clpatlon of August 1, 1975~ and, WHEREAS, suff1clent funds for carpet1ng for the third floor offices of the Clty Attorney are presently budgeted~ and, WHEREAS, to further advertise for b1ds would be to no avall and would cause unnecessary expense and delay and result in the disruption of the functions of the Offlce of the City Attorney after August 1, 1975. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That to further advertlse for blds for sa1d carpeting would be to no avall and would cause unnecessary expense and delay and result ~n the d~srupt~on of the funct~ons of the Office of the City Attorney after August I, 1975. SECTION 3. The Clty Manager is author1zed to purchase on the open flarket, wlthout further advertising for blds, said carpetlng. SECTION 4. The Clty Clerk shall certify to the adoption of thls resolution and thenceforth and thereafter the same shall be in full force and effect. Such carpetlng 18 available for purchase in a total amount of $3,142.43, includlng tax, paddlng and labor. The funds are aval1able In Account No. 776-650, the special fund for refurblsh- lng of the th1rd floor of City Hall pursuant to the relocat1on of the C1ty Attorney's Offlce ($3,200.00 budgeted for thlS purpose during 1975-76.) BACKGROUND: The Office of Environmental Services (formally Communlty Development) 15 scheduled to relocate to the present offices of the Clty Attorney on August 1, 1975. The Offices of the Clty Attorney wlll concurrently relocate to the third floor of the Clty Hall. In order to provide necessary worklng space and to allow for optimum utl1ization of the thlrd floor area, lt has been redeslgned and restructured to accomodate the staff of the City Attorney. Pursuant to the general refurbishlng of the third floor area, it will be necessary to -1- -~ .M -.. .. RLK:SIS:mms 7.17.75 CA . - provide carpeting as a no~se baffle as well as for overall appearance. The above mentioned amount has been budgeted for such purposes. In response to a request for quotat~on with regard to such carpeting, quotations were received from three companies capable of performing in this area. These quotes were: HIRSCH FLOOR COVERING: $3,381.40; TOWNE CARPETS: $3,279.38; EDDIE EGAN & ASSOCIATES: $3,142.43. The use of formal competit~ve biddlng w~ll not permit installation of the carpeting by August 1, 1975. It ~s preferable to have the carpeting 1nstalled prior to the t1me that the offlce furnlture is moved In to avoid confusion, disrupt1on, noise and attendant problems. The low bid appears to be a good b~d and includes the costs of padding, labor, and tax. This cost computes to $10.95 per yard lnsta11ed. ALTERNATIVE SOLUTIONS: Not applicable. RECOMJlf.tENDATION: It ~s respectfully recommended that the City Council adopt the attached resolution walving the call for bids and authorizlng the purchase to be made from EDDIE EGAN & ASSOCIATES, who submitted the lowest quotat~on for such carpeting.
