The following fecLors shall be considered in charging fees ~or the use or recreatlonal racilities in the Clty of San~a Monica: . A. No charge shall be made for acti vi ties provJ.ded by the department as par~ of its program for children $nd youths, except for specialized activities such as swimming, music, or specialized instructions, and for ." expendable materials used in programs such as craft programs. B. Fees shall be charged and assessed for use of recreatlonal facilities when: (1) Tbe particular service is relatively costly to render. (2) Tbe partlcular service 1s de~andea by comparatively few persons and the cost of provJ.ding the facilltles therefore is relatively high. (3) When the service is primarlly for adults. (4) When the service is enjoyed by a majority of non-residen~s who are not taxpayers of tbe local jurlsdiction. (5) When the activity is non-recreational or is limlted to private or exclusive groups, as in such instances the Recreation and Parks Department frequently is in competltion with private and commercial egencies whiCh have built facilities to meet the demand of thlS type of ac~ivity. (6) The schedule of fees shall be set according to accessibilitYI condltions, and current rate for use of such facilities within the community or a dja cen t area. C. Aqua"Cic Events, Tennis, Table Tennisl Volleyball, Toucb Football, Track and Field, Gymnastics, and other team and indivldual contests, the fees shall be de"Germined by the Recreation and Parks Department and shall be based upon the cost of providing recognition to participants, services, facilities provided and ma terial consumed. - 2 - e e D. Tbe Recreation and Parks Department shall exerClse the responsibility in-giving preference to activities in accordance to the vaiue to the co~~unity and the rec~eational program rather than determining preference on the basis of monetary return to the Recreation ~nd Parks Department or the C1ty. E. Definitions: ~ (1) Resident Adult Grou~s. The resident fee sho~ shall be w~iveq for all religious, civic, fraternal, or serv1ce organizations whose normal ~ place of meeting, clubhouse, or other meetlng place is located in the City of Santa Monica, and by all groups in which more than 50 percen~ of the persons using the facilities are residents of the City of Santa Monica. (2) Resident Youtb Groups. Tbe resident fee shown shall be wS1ved for all religious, civic, fra~ernal, or servlce organizations serving youths 17 years of age and under, whose normal place of meet1ng, clubhouse, or other meeting place 1S located in the City of Senta Monlca, and to ell groups which more than fifty percent of the persons uS1ng the facilities are residents of the City of Santa Monica. (3) Non-Res1dent Adult and Youth Grou~s. All groups not quallfied by above definition shall pay the non-~esident fee. SECTION 2. The follow1ng fees are established for the use of ~he facilities of the Recreation and Parks Department, except Tor the taking of pictures for crywmercial purposes. A. (2) Private or Benefit Groups, the fee shall be $75.00 for each two hour period. B. Rlfle Range. Swim:::aing Pools. Fees for the use of' the MtL1'liclpal Swimming Pool and Lincoln St.ri>mning Pool: (1) Children 17 years of' age and under' $ .35 Except during the months of June, July and August when admission shall be free of charge (2) Persons 18 years and older ,75 (3) A surcharge shall be added to the admission fee when swimming instruction is glven (a) for children 17 years and under - $ .15 and (b) for adults 18 years and over - $ .25; provlded that children 17 years of' age or younger who are residents or the City of' Santa MoniCa shall be admitted to the pools for swimming instructions V1 thout any fee whatsoever. - 4 - e e (4) Resident Youth Groups. Fee shall be based upon hourly maintenance an~ operations costs, plus the salary of the Recreation and Parks Department representative at a t~o hour minimum rate. (5) Private or benefit groups. Resident fee shall be $75.00 for the first four bour period and $10.00 for each addl tional hour. Non-Tesident fee shall be $75.00 f'or the first t~o hour period and $25.00 for each additional hour. ... (6) Seasonal rates for each of two seasons of recreational swimning shall be established as follows: One season shall be from June 16 through September 15, end the other season sball be from September 16 through June 15. (b) Public Groups - Base rate of $15.00 per day~ plus 15% or gross income over $100.00. (c) Private or Commercial Groups - Base rate of $20.00 per day, plus 2O~ of' gross income over $100.00. Commercial Enterprise Groups and/or Profit Meking Groups: A" Commercial enterprise groups End/or profit melung groups shall v be permitted use of the faCIlities only upon such terms and condiT-ions as maybe provided by agreements executed between such groups and the Ci -r.y, after public hearIngs by the Recreation and Perks commission upon application of the group, unless such speCIal hearing be waived by the Commisfion. Fees shall be paid by commercial enterprise or profit making groups, in accordance with agreement beLveen such group and the City. SECTION 4. Tbe City Clerk shell certJ.fy to the adoptlon of this resolution, and thenceforth and thereafter the same shall be in full force and effect. In tro duc tioD: This report is a follow-up on the action necessary to amend Resolution 4231, which establishes the fees and charges for the Recreation and Parks Department. Back~round: At their August 12, 1975 meeting the Council established a tennis reservation system and fees to cover the administrative costs of this system. The council also authorized the amendment of Resolution 4231. Fees which are added to the resoluti~n are- ~ as follows: Tennis Court Reservation Ratete A. Lincoln Park, Santa Monica High School, Santa Monica College courts are reserved. (1) Hourly rates (payable in advance). Youth and adults under 50 years of age: 50~ per hour per court. Adults 50 and over: free. (2) Quarterly pass rates. (payable in advance). Jan. 2, April 1, July 1, October 1. Adults under 50 years of age - $7.50. Adults 5~ years and older - FREE.
