CA RLK:SIS:]st . . 10-3-75 RESOLUTION NO. 4686 (CCS) (C~ty Council Ser~es) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE ESTABLISHMENT AND USE OF ONE OR MORE DEPOSIT ACCOUNTS WITH CERTAIN BANKING INSTITUTIONS, AUTHORIZING A FACIMILE SIGNATURE BY R. A. WILSON, AND AUTHORIZING CERTAIN OFFICERS AND EMPLOYEES TO ENTER SAFE DEPOSIT BOX "B" AT THE UNITED CALIFORNIA BANK. THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City of Santa Monica, a mUnic~pal corporat~on, establ~shes in its name one or more deposit accounts with the Santa Mon~ca Bank, the Bank of Amer~ca National Trust and Sav~ngs Assoc~at~on, the United Californ~a Bank, the Security Pacific Nat~onal Bank, City Nat~onal Bank, Union Bank, the Chase Manhattan Bank, New York, New York, Crocker- Citizens Nat~onal Bank, the Southern Californ~a First National Bank, Lloyd's Bank, Wells Fargo Bank, the Bank of Cal~forn~a, and the Ocean State Bank upon such terms and condit~ons as are prov~ded by the Statutes of the State of Cal~forn~a governing public depos~ts; and that R. A. W~lson, Acting D~rector of Finance-City Controller, and Kay Watanabe, City Treasurer, be and they hereby are author~zed to establ~sh such accounts. SECTION 2. That R. A. W~lson, Acting Dlrector of Finance-City Controller, and Kay Watanabe, City Treasurer, be and they hereby are authorlzed to withdraw funds from said accounts upon warrants and/or checks slgned as provlded herein with signatures duly certlfled to said banks by the C~ty Clerk of the City of Santa Mon~ca, and sa~d banks are hereby authorized to honor and pay any and all warrants and/or checks so signed, -1- ... . . includlng those drawn to the lnd1vldual order of any officer or other person authorized to sign the same. SECTION 3. That ln the event Kay Watanabe, Clty Treasurer, for any reason is unable to slgn warrants at any part1cular time for the withdrawal of funds and it is necessary that such funds be wlthdrawn or such warrants and/or checks be signed lmmediately, then Vera Graves 1S hereby authorized to afflx a facsimile slgnature of Kay Watanabe and to place her signature thereunder. SECTION 4. That the Santa Monica Offlce of the Santa Monlca Bank, United Callfornia Bank, and Bank of Amerlca Natlonal Trust and Savings Association, as designated deposltorles of the C1ty, be and they, lncluding thelr correspondent banks, hereby are requested, authorlzed, and directed to honor all checks, drafts, or other orders for the payment of money drawn to the lndlvldual order of any person or persons whose names appear thereon as slgner or slgners thereof, when bearlng or purportlng to bear the facsimile signature of R. A. Wilson in lleu of said person's manual slgnature; provlded that all previous authorizatlons for the slgning and honoring of checks, drafts, or other orders for the payment of money drawn on sald banks by the City hereby are contlnued in full force and effect as amplified hereby. SECTION 5. That the said banks, lncludlng their correspondent banks, shall be entltled to honor and charge the City for all such checks, drafts, or other orders for the payment of money, regardless of by whom or by what means the actual or purported faCSlmlle signature thereon may have been affixed thereto, lf such facslmile slgnature resembles the facslmile specimens from time to time flIed wlth sald banks by an offlcer of the City. SECTION 6. That the City of Santa Monica, a municipal corporatlon, has rented safe deposit box "B" at the Unlted -2- . . Cal~forn1a Bank, and that R. A. Wllson, Actlng Director of Finance- City Controller, jo~ntly wlth Kay Watanabe, City Treasurer, or Vera Graves be and they are hereby authorlzed to enter said safe deposlt box. SECTION 7. Resolutlon No. 4421 (CCS) and all other resolutions in confllct herewlth are hereby repealed. SECTION 8. Resolutlon No. 3671 (CeS) and all other resolutlons 1n conflict herewith are hereby repealed. SECTION 9. Resolutlon No. 4420 (CCS) and all other resolutlons 1n confllct herewlth are hereby repealed. SECTION 10. The City Clerk shall certify to the adoptlon of this resolution, and thenceforth and thereafter the same shall be in full force and effect. CA RLK:SIS:jst . . . ::;- - d Santa Monica, Callfornla October 3, 1975 TO: Mayor and City Councll FROM: Clty Attorney SUBJECT: Transactlon of Clty Monetary Business INTRODUCTION: This report transmlts the attached resolution which incorporates previous Resolution numbers 4421, 3671 and 4420, concerning the authorization of the Director of Finance-Clty Controller regardlng the signlng of City warrants, establishlng of City accounts and withdrawarfrom the same, and facsimile signatures. BACKGROUND: These resolutlons were revised in order to reflect that Ralph A. Wilson is currently the actlng Director of Finance-Clty Controller. The former resolutlons refer to F.A. Gaudio and authorize the use of his slgnature for the transaction of City monetary bUSlness. The attached resolutlon reincorporates the exact language of the former resolutlons, wlth the exceptlon that the name of Ralph A. Wilson is substituted for that of F. A. Gaudio thereby confirming the authority of Ralph A. Wilson to transact City monetary buslness. ALTERNATIVE SOLUTIONS: Not applicable. RECOMMENDATION: It is recommended that the City Council adopt the attached resolution to conform the previous resolutions to the establlshment -1- . - of Ralph A.
