A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA IN SUPPORT
OF DESIGNATING THE SOUTHERN CALIFORNIA
ASSOCIATION OF GOVERNMENTS AS AN AREA-
WIDE PLANNING AGENCY FOR 208 WATER
QUALITY PLANNING.
WHEREAS, the purpose of the Federal Water PollutIon Control
Act of 1972 Section 208 is to encourage areawide planning and management
of a comprehensive program for controlling such water pollution contribu-
tors as industrial wastewater, storm and sewer runoff, and nonpoint
pollutants which occur in concentrated urban-industrial areas;
WHEREAS, the State Water Resources Control Board's action to
nondeslgnate most of the area resulted in a loss of at least $4. 5 million to
the local governments in the region and alas s of local involvement In water
quality planning and decision-making;
WHEREAS, under the June 1975 ruling of the U. S. District Court
the State must do 208 planning in non-deSIgnated areas and can use financial
reSourceS that could be made available to local governments to perform such
planning;
WHEREAS, in anticipation of another hearing to conslder 2.08 designa-
tion of the South Coast Basin, the Southern California Association of Govern-
ments in its General Assembly of delegates from member cities and counties
of the region ln September, 1975, passed a resolution supporting designation
of the South Coast Basin as a 208 area, and designation of the Association
as the umbrella planning agency;
WH EREAS, it is the intention of the As sociation to be guided in 208
planning by the followmg principles: to wit; to maximize involvement and
participatIon of member cities, counties and special districts in the planning
processj and to pass through 208 money to participating local agencies;

WHEREAS, the Association will recognize and honor any
existmg 208 designation;
NOW THEREFORE BE IT RESOLVED, that this governing body,
the City Councll the C,ity of Santa Momca supports designatIon of the South
Coast Basin as a 208 area, and designation of the Southern CalifornIa
AssociatIon of Governments as the areawide umbrella plannIng agency
in cooperatIon with the cities, counties and special dIstricts of the basin;
BE IT FURTHER RESOLVED, that this governing body will work
in cooperation with other cities, counties, special districts and the
Association to develop and implement an acceptable 208 plan to the best
of its ability for the South Coast Basin.
