R-4708 ~ ~ If> li/ \3/76/C/1 'lK III e RESOLUTION NO. 4708 (ees) (City CouncIl Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA, CALIFORNIA, CERTIFYING THE FINAL ENVIRONMENTAL IMPACT RFPORT FOR THE DOWNTOWN REDEVELOPMENT PROJECT AND DETERMINING THE IMPACT OF THE PROJECT ON THE ENVIRONMENT. WHEREAS, a Draft Environmel1tal Impact Report for the proposed Downtown Redevelopment Project has heretofore been prepared and circulated for comment pursuant to the California Environmental Quality Act of 1970 (CEQA), and State and local regulatiol1s and guidelines adopted pursuant thereto; and WHEREAS, a duly noticed publ ic hearing was held on said Report by the Redevelopment Agency of t~e City of Santa Monica on August 12, 1975 at which time all persons were given an opportunity to be heard; and WHEREAS, a FI nal Envl ronmental Impact Report for the proposed Project has been prepared pursuant to said statutes, regulations and gu ide 1 i nes; WHEREAS, by Resolutiol1 No. 326 (R.A.S.~, the Redevelopment Agency of the City of Santa Monica, California, certified the Final Environmental Impact Report for the Downtown Redevelopment Project and made findings and determinations concerning the ImDacts and the effects of the Redevelop- ment Project; NOW, THEREFORE, BE IT RESOLVED AND CERTIFIED BY THE CITY COUNCIL OF THE CITY OF SANTA MONICA, CALIFORNIA, AS FOLLOWS: SECTIONl. The City Council hereby certifies that the FInal , Environmental Impact Report for the Proposed Downtown Redevelopment Project has been prepared and completed in compl iance with saId Act and said State and local regulations and guide] ines adopted pursuant thereto. SECTION 2. The City Council hereby further certifies that the il1formation contained in the Final Environmental Impact Report for said Proposed Project has been reviewed and considered by the City Council. SECTION 3. The City Council hereby further finds and determines as follows With respect to the adverse environmental effect detailed in the Final Envlrol1mental Impact Report: '1/13176/CM LK fit - a. That the adverse environmental effects of the Project shown in the Environmental Impact Report have been considered and recognized by the City Council. b. That the suggested adverse environmental effects of the Project raised in the Draft Environmental Impact Report have been considered by the City Council and based upon the information and evidence set forth in the FInal EnvlornmentaJ Impact Report, are found either not to exist, are of short-term duration or can be adequately mitigated as shown In Section 7 0 of the Report. c. That, as to those adverse environmental effects of the Project which cannot be adequately mitigated, the public health, safety and general welfare would best be served by the Project because of the overriding economic and social values. SECTION 4. The City Council hereby further finds and deter- mines that said Proposed Project Will not have a substantial adverse impact on the environnent and will not have any significant adverse impact on the environment. SECTION 5. The City Council adopts the Final Environmental Impact Report as the Report of the City CounCil. ADOPTED and APPROVED this 13th day of January, 1976. '71d~~ ~~ Mayor ATTEST: ./~~ .
