A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
REJECTING ALL BIDS FOR THE ANIMAL
SHELTER PROJECT, DECLARING AND
DETERMININS T!fJ\'l' CONTRACTUAL
SERVICES MAY BE PURCHASED AT A
LOWER PRICE ON THE OPEN ~1ARKET,
APPROPRIATING ADDITIONAL FUNDS IN
THE &~OUNT OF $65,500 FROM UNUSED
BALANCES IN VARIOUS SALARY
ACCOUNTS, AND AUTHORIZING THE
CITY MANAGER TO ENTER INTO A
CONTRACT WITH CASNER CONSTRUCTION
COMPANY FOR THE CONSTRUCTION OF
THE NElv ANIMAL SHELTER.
WHEREAS, the Clty of Santa Monlca deSlres to bUlld
a new anlmal shelter on a slte located at 1640 Nlnth Street,
Clty of Santa Monica, State of Callfornla; and,
WHEREAS, on or about December 4, 1975, the contrac-
tual serVlces for said anlmal proJect were advertlsed for
publ~c blddlng; and,
WHEREAS, at 3:00 p.m., January 12, 1976, at the tlme
speclfled in the notlce lnvltlng publlc blds, such public bids
were opened by the City Clerk of the Clty of Santa Monlca and
declared as follows:

WHEREAS, the lowest of the seven blds was $85,977
over the estlmated contract prlce of $183,923; and,
WHEREAS, after many deletlons and reV1S1ons from
the earller set of plans and spec1fications, Casner Construc-
tlon Company, the low bidder on January 12, 1976, has agreed
upon a contract price of $233,183 for the constructlon of the
animal shelter; and,
WHEREAS, addltlonal funds 1n the amount of $65,500
are requlred for the construction of the anlrnal shelter,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
That all the publlc blds recelved on
January 12, 1976, for contractual services for the construction
of the anlmal shelter are hereby reJected.
SECTION 2.
That contractual services for the
construct1on of the animal shelter may be purchased at a lower

prlce ln the open market without further advertlslng for
publl:C blds.
SECTION 3.
That addltional funds in the amount
of $65,500 lS approprlated from unused balances ln varlOUS
unused salary accounts for the anlmal shelter proJect.
SECTION 4.
That the Clty Manager of the Clty
of Santa Monica lS authorlzed to enter lnto a contract for
contractual serVlces lD the sum of $233,183 with Casner
Constructlon Company for the constructlon of the anlmal
shelter wlthout further advertlslng for public blds.
SECTION 5.
The Clty Clerk shall certlfy to the
adoptlon of thlS resolution, and thenceforth and thereafter the
same shall be In full force and effect.
