A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING BID PROCEDURE AND
AUTHORIZING THE CITY MANAGER TO AWARD A CON-
CESSION AGREEMENT FOR COIN-OPERATED COPYING
MACHINES IN THE PUBLIC LIBRARIES
WHEREAS) it is considered advantageous to provide
coin-operated copying machines for use by Santa Monica Public
Library patrons; and
WHEREAS, a change in the existing arrangements for
this service would result in increased revenue to the City;
and
WHEREAS, the City has canvassed leading suppliers of
this service and has received proposals considered equivalent
to those that might be received through formal bid procedure; and
WHEREAS, the best proposal received would result in
increased revenue to the City; and
WHEREAS, to call for formal bids would entail unnecessary
delay and expense;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City of Santa Monica has need of
coin-operated copying machine service for library patrons.
SECTION 2. That the granting of an exclusive concession
agreement would result in additional revenue to the City.
SECTION 3. That to formally advertise for bids for
said copying machine service would be to no avail and would cause
unnecessary expense and delay.
SECTION 4. The City Manager is hereby authorized to award
a concession agreement for this service without formal advertising
for bids.

SECTION 5. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall
be in full force and effect.
