RESOLUTION NO. 4736 (CCS)

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ESTABLISHING PROCEDURES FOR
COMPLETION OF THE FIRST PHASE
OF THE GENERAL PLAN PROGRAM.
WHEREAS, the elements of the general plan requlred by
state law have been fuly adopted; and,
WHEREAS, the general plan program contemplated the
operation of the Cltlzens AdVLsory Commlttee for a perlod of
twenty-four (24) months; and,
WHEREAS, thLs perlod of tLme is com~ng to an end; and,
WHEREAS, lt may be necessary or approprlate to amend
the general plan or elements thereof from tLme to time,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1.
The procedure for the completlon of the
general plan program and for revislon or amendment of the
general plan of the Clty of Santa Monica shall be as follows:
A. SubJect to the general directlon of the
Planning Commlsslon, the staff shall prepare and the Cltlzens
Advlsory Commlttee shall reVlew and may reVlse, amend or change
general plan elements whlch are requlred by law or set forth
ln the POllCY plan adopted by the Clty Councll ln July of 1975
untll such tlme as sald commlttee ceases to operate on December 1,
1976.
In the course of such revlewthe Cltlzens Advlsory
Commlttee may make such alteratlons and modlflcatlons of sald
respectlve elements as ~t deems necessary.
B. Followlng such preparatlon and reVlew, each
proposed element or reV1Slon as approved by the Cltlzens Advlsory
Commlttee shall be submltted to the Plannlng CommlSSlon. All
such revised or new elements shall be submltted to the Plannlng

Comm~sslon by the Cltlzens Advisory Comm~ttee on or before
December 1, 1976; provlded however, that the revised Land Use
Element shall be submltted to the Plannlng Commlssion by the
C~t~zens Advlsory Commlttee on or before November 1, 1976.
C. From and after Decmeber 1, 1976, the Plan-
n~ng Comm~ss~on shall prepare and rev~ew, as necessary or
approprlate, all general plan elements and act on such elements
in the manner here~n set forth.
D. The Plann~ng Comm~sslon shall hold at least
one (1) public hearlng on each and every element or revlsed
element WhlCh has been prepared or WhlCh is submltted by the
C~tlzens Advisory Comm~ttee.
E. Followlng such public hear1ng, the plann1ng
Comm1ss~on shall adopt a f1nal draft of any element or revised
element w1th such rnodif~catlons, reV1Slons or amendments as the
Comm1ss~on deems appropr~ate In Vlew of the ~nformatlon presented
to It. The Plannlng CommlSS1on shall then forward said f~nal
draft element to the Clty Council together with such supportlng
materlals, comments or recommendatlons as it may deem appropr~ate,
~ncludlng, but not lirnlted to, any element as inlt~ally proposed
by the Citlzens Advlsory Commlttee pr~or to December 1, 1976.
SECTION 2. Nothlng ~n thlS resolutlon shall be
lnterpreted in a manner ~nconslstent with any provis~ons of the
Santa Monica C~ty Charter or any ordlnance of the C~ty of Santa
Monlca.
SECTION 3. The Clty Clerk shall certlfy to the adop-
tlon of thlS resolution, and thenceforth and thereafter the
same shall be in full force and effect.
