A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA HONICA
SETTING FORTH PROCEDURES FOR
HAKING APPOINTMENTS TO PUBLIC
BOARDS AND COMMISSIONS.
WHEREAS, the state leg~slature has amended the
Ralph M. Brown Act to requlre that persons appolnted to an
offlce by the legislatlve body of a local agency be 50
appointed in open session' and,
WHEREAS, lt lS the deslre and lntent of the Clty
Council of the Clty of Santa Monlca to comply wlth such
prov~s~ons;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the procedure for making appo~nt-
Ments to City Boards and Comm~ssions shall henceforth be as
follows:
A. When a vacancy appears on any board or
commlsslon, the Clty Clerk shall publlSh at least once In the
Santa Monlca Evenlng Outlook, a newspaper of generalcircula-
tion a publlc notlce of such vacancy. Sald publlcatlon shall
be made not less than thirty (30) days prlor to the date a
vacancy lS to occur ln those cases where the vacancy occurs
as a result of the expiratlon of the term of appolntment, and
where practical, like notlce shall be ?ubllShed where a
vacancy otherwise occurs. Such notlce shall request any
lnterested party to subm~t hlS or her name and quallflcatlons
to the Clty Clerk. Such notlce shall also speclfy the

positlon for wh~ch a vacancy has occurred, the term of offlce
for which the posltion w~ll be fllled and a reasonable date
by which ~nterested part~es must submlt applicatlons for the
pos~t~on. The date for subm~ss~on shall not be less than
fifteen (15) days prlor to the vacancy unless the appointment
~s to f~ll an unexplred term. Where the appointment is to
flll an unexplred term, the notlce shall be fifteen (15) days
prlor to the contemplated date of appo~ntment where practlcal.
B. Appllcat~ons for the posltlon shall be
made in writing to the Clty Clerk on forms supplied by the
Clty Clerk. Appl~catlons once subm~tted shall be and rema~n
confldential personnel documents pursuant to ~6254(c) of the
Californla Government Code.
C. The C~ty Clerk shall complle such wr~tten
appllcatlon he recelves by the deadl~ne date and shall there-
after cause the matter of fllllng the vacancy to be placed
upon the City Counc~l Agenda and ln connectlon therewlth
shall transm~t to the Clty Counc~l coples of all wrltten
appl~cat~ons WhlCh he has recelved.
D. All nom~natlons shall be submitted to the
City Manager's Off~ce no later than 12 o'clock noon the
Wednesday preced~ng the councll meetlng when the appolntment
lS to be made. No Councilmember shall submit the name of more
than one appllcant to flll each vacancy. Prlor to subm~ttlng
the name of h~s nomlnee to flll such vacancy, the councl1-
member shall determlne that the person nOffilnated wlll serve
~f appolnted.

E. Fol1owlng conslderatlon of the varlOUS
applicants for each vacancy, the Clty Councll shall take a
vote ln an open meeting to determlne who shall be appolnted
to the respect~ve boards and commlssions.
SECTION 2. The City Clerk shall certlfy to the
adoptlon of this resolutlon, and thenceforth and thereafter
the same shall be ~n full force and effect.
