RESOLUTION NO. 4742 4ItS)

A RE SOLUT ION OF THE CITY COUNC IL OF THE CITY OF
SANTA MONICA WAIVING BID PROCEDURE AND AUTHOR-
IZING THE CITY MANAGER TO NEGOTIATE DIRECTLY
FOR THE PURCHASE OF THERMOPlASTIC PAVEMENT
MARKING MATERIAL.
WHEREAS, the Parking and Traffic Engineering Department has
need for the furnishing and application of thermoplastic pavement
marking material at designated areas within the City; and
WHEREAS, only one (1) local source, Traffic Appliance Corpo-
ration, has both the product and equipment necessary to satisfy
the Cityrs requirement; and
WHEREAS, the product and service supplied in the past by
Traffic Appliance Corporation has been satisfactory; and
WHEREAS, to advertise for bids for said material and service
would be to no avail and would cause unnecessary expense and
delay.
NOW, THEREFORE, THE CITY COUNC IL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager is authorized to purchase
the required traffic marking material and application service on
the open market without calling for bids.
SECTION 2. The City Council finds that the purchase of the
required material and service is of necessity to the City and that
to solicit bids would be to no avail and cause unnecessary expense
and delay.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall
be in full force and effect.
