A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CLOSING MAIN STREET BETWEEN PIER
AVENUE AND OCEAN PARK BOULEVARD
BETIvEEN 6 A.M. and 9 P.M. ON
SUNDAY, AUGUST 22, 1976.
WHEREAS, it lS proposed that sales and exhlbitions
be conducted out of doors in the area of Maln Street between
Pier Avenue and Ocean Park Boulevard on Sunday, August 22,
1976; and,
WHEREAS, such sales and exhibitions are ln the
publlc lnterest, and for the beneflt of the City of Santa
Monlca; and,
WHEREAS, the closing of Maln Street to vehlcular
trafflc between Pler Avenue and Ocean Park Boulevard is
necessary for the safety and protectlon of persons partlclpat-
ing in and attendlng sald exhlbitlons and sales.
NON, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the closing of Main Street between
Pler Avenue and Ocean Park Boulevard on August 22, 1976, between
the hours of 6 A.M. and 9 P.M. is necessary for the safety and
protectlon of persons partlcipating in and attendlng the sales
and exhibitlons to be held thereat.
SECTION 2. That r~ln Street, In the Clty of Santa
Monlca, shall be barricaded and closed to vehicular trafflc
between the hours of 6 o'clock A.t1. and 9 o'clock P.M. on
August 22, 1976.

SUBJECT: Temporary Closure of Main Street Between Ocean Park Boulevard
and PIer Avenue on Sunday, August 22, 1976 for the Third Annual
Old Main Street Fair
IntroductIon
This report transmits a request to close Main Street between Ocean Park Boule-
vard and Pier Avenue on Sunday, August 22, 1976 between 6:00 a. m. and 9:00 p. m.
for the Third Annual Old MaIn Street Fair and Festival.
Background
Attached is a copy of correspondence dated May 13, 1976 from Mr. Robert J.
Scura, President of Grand American Fare, Inc. who is makIng the request on
behalf of the MaIn Street Fair and Festival.
As last year, the City Attorney has advised that pursuant to Section 2ll0l, Sub-
section E of the State Vehicle Code, Council approval of this requested street
closure by resolution is required.
The City staff will be working with this group and the varlOUS concerned Depart-
ments and the following arrangements will be made'
1. Barricades will be placed early Sunday morning In the off peak
traffIC tune to facilitate the closmg.
2. Trash contaIners WIll be provided by the Refuse DIvislOn and will
be located throughout the closed off area.

3. Street sweeping will follow the reopening of the street.
4. Traffic control will be provided by Pollce personnelm a
three-wheel scooter with two-way radio.
5. Temporary "no parking signs" will be posted pnor to the
proposed closing.
6, Emergency vehicle access will be clearly marked and un-
obstructed at all tImes.
7. All requirements of the County Health Department will be
complied with.
In addition, SCRTD and our own bus hnes will be alerted to the possibility
of having to reroute buses durIng this period.
The Old Mal.n Street Fair Comml.ttee is also requesting that the City allow them
the use of the grassed area between the Old Venice Noodle Company and Ocean
Park Boulevard for the purpose of setting up two stages; one to be used for live
entertainment and the other to be used as a speaker's platform for those wishing
to express their opinions.
The Committee has also agreed to provide their own monitor force in distinctive
clothIng to facilitate crowd control and provlde assistance and duections to those
attending the Fair.
Mr. Scura or his representatives will be present at the meeting to answer any
questions the Council may have,

Per your phone call, we request City Council consider-
ation (and hopefully approval) of Sunday, August 22nd
as the date for the th~rd Annual Old Main Street Falr.
The details for Council information are as follows:
1. Main Street will be closed between Ocean
Park Blvd. and Pier Ave. from 6 a.m. until
9 p.m.
2. Through you or your nominee, we will coord-
inate the following activities:
A. Meter bagging
B. Parking lots
C. Trash collection
D. Re-routing of buses
E. Barricades
F. Police activity
G. Street clean~ng
3. Will apply and pay for all necessary City
permits.
4. We would request the City allow us the use
of the grassed area between the Old Venice
Noodle Company and Ocean Park Boulevard.
Our purpose would be tables and chairs for
public use, as opposed to prlvate generation
of sales.
5. As last year, we wlll provide our own monitor

force to insure a fair as safe, success-
ful, and problem free as our past event.
6. We plan this year to not allow any political,
social, or religious booth activities.
These groups may, of course, have booths;
but they will not be permitted to use them
as platforms.

be at the Council meeting to answer any questions.
I have enclosed seven copies for distribution to Coun-
cil members.
