A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA REJECTING ALL BIDS, WAIVING
FURTHER CALL FOR BIDS AND AUTHORIZING DIRECT
NEGOTIATION FOR PURCHASE OF POLICE DEPARTMENT
MOTOR SCOOTERS
WHEREAS, the City of Santa Monica has need of a quantity
of motor scooters for use by the Police Department; and
WHEREAS, the City has advertised formally for purchase
of six (6) motor scooters and has received two (2) bids; and
WHEREAS, each bid received was in excess of the amount
budgeted for this purchase; and
WHEREAS, to advertise formally for a lesser amount of
motor scooters would entail additional time and expense and
may make any subsequent purchase subject to increased price.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
Section 1. That the City Council finds that the
requirement exists for motor scooters for use by the Police
Department.
Section 2. That the bids received are in an amount
higher than the amount budgeted for this purchase.
Section 3. That it is in the City's interest to buy
a lesser number of vehicles.
Section 4. That to advertise formally for this lesser
number would entail additional expense and delay and might result
in higher unit costs.
Section 5. That all bids are rejected, additional
formal bid procedure is waived, and the City Manager is authorized
to negotiate directly for purchase of motor scooters within the
dollar amount budgeted.
Section 6. The City Clerk shall certify to the
adoption of this resolution, and thenceforth and thereafter the
same shall be io_ full force and effect.
