RESOLUTION NO. 4779(CCS)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WA IVING FORMAL B lD PROCEDURE
AND AUTHORIZING DIRECT NEGOTIATION FOR PUR-
CHASE OF AUTOMOTIVE FUELS
WHEREAS, the City of Santa Monica has need of automotive
fuels for the city vehicle fleet; and
WHEREAS, federal price controls have expired for certain
of these fuels, making these fuels subject to open market conditions;
and
WHEREAS, the tLme required to implement formal bid pro-
cedure will negate the opportunity for timely reaction to changing
prices by use of alternate vendors; and
WHEREAS, the waiver of formal bid procedure will enable
the City to take advantage of special prices offered for fuel
surplus lots offered on an immediate acceptance basis.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the require-
ment exists for automotive fuels.
SECTION 2. That certain automotive fuels are no longer
subject to federal price controls and that pricing varies with
the sources.
SECTION 3. That it is in the City's best interest to
react promptly to price changes in the open market.
SECTION 4. That the time entailed in formal bid procedure
precludes prompt reaction to these price changes.
SECTION 5. That formal bid procedure is waived and the
City Manager is authorized to negotiate directly for purchase of
automotive fuels within the dollar amounts budgeted.
SECTION 6. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
