A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AUTHORIZING THE CITY
}~NAGER TO EXECUTE ON BEHALF OF THE CITY
AN APPLICATION FOR Fu~IDS UNDER THE O:lNIBUS
CRIME CONTROL AND SAFE STREETS ACT OF 1968.
WHEREAS, the United States Department of Justlce,
Law Enforcement Assistance Admlnistrations National Institute
of Law Enforcement and Crlrninal Justice (herelnafter called
Institute) has requested the Clty of Santa Monica Police
Department to submit a proposal for the Managing Criminal
Investigatlons Field Test (hereinafter called Field Test);
and
WHEREAS, a proposal to conduct the Fleld Test was
submitted by the Santa Monlca Police Department to the In-
stitute; and
NOW THEREFORE, be it resolved that the City Manager
of the City of Santa Monica is authorized, on its behalf, to
execute the attached appllcation to LEAA for a grant to con-
duct the Fleld Test. and
BE IT FURTHER RESOLVED, that the City Manager is
authorized to execute on behalf of the City of Santa Monica
a contract for grant for the Santa Monica Police Department
to conduct the Field Test includlng any extensions or amend-
rnents thereof; and
BE IT FURTHER RESOL\~D, that the City of Santa
~IDnica will provide matchlng funds ln the amount of $4,500
and the appllcant will comply wlth the regulations, policles,
guidelines, including OMB Clrculars Nos A-87, A-95, and A-102,
as they relate to the applicatlon, acceptance and use of Fed-
eral funds for thlS federally asslsted proJect; and
BE IT FURTHER RESOLVED, that grant funds recelved
hereunder shall not be used to supplant on-going law enforce-
ment expendltures.

SECTION 1. The City Clerk shall certify to the
