RESOLUTION AUTHORIZING THE FILING OF ~N ~PPLICATION
WITH THE DEPARl1ffiNT OF TRfu~SPORTATIOK, UNITED STATES
OF A11ERICA, FOR AN OPER~TING GRANT UNDER SECTION 5
OF THE URBAN ~~SS TRANSPORTATIOK ACT OF 1964, AS .~IENDED
l~REAS, the Secretary of Transportatlon lS authorlzed to make grants for
mass transportatlon proJects;
WHEREAS, the contract for flnanc1a1 ass1stance will lmpose certain obllga-
t10ns upon the applicant, includlng the prov1s1on by lt of the local share
of project costs;
l~REAS, lt lS requlred by the U.S. Department of Transportat1on in accord
wlth the proV1Slons of Title VI of the C1Vll R1ghts Act of 1964, that In
connectlon wlth the fillng of an appllcatlon for assistance under the Urban
Mass Transportatlon Act of 1964, as amended, the appllcant glve an assurance
that lt wlll comply wlth Tltle VI of the Civil Rlghts Act of 1964 and the
U.S. Department of Transportatlon requlrements thereunder; and
~~REAS, 1t lS the goal of the App11cant that minority business enterprise
be utlllzed to the fullest extent possible In connectlon wlth this project,
and that deflnlte procedures shall be establlshed and adminlstered to ensure
that minor1ty buslnesses shall have the maXlmUm feasible opportunity to com-
pete for contracts when procurlng constructlon contracts, supplies, eqUlp-
ment contracts, or consultant and other serVlces:
NOW, THEREFORE, BE IT RESOLVED by the Clty Council of the City of Santa
Monlca as follows:
SECTION I.
That the City Manager lS authorlzed to execute and flle an
appllcation OR behalf of the Santa Monlca ~niclpal Bus
Llnes with the U.S. Department of Transportatlon, to ald ln
the financlng of the translt operations for the 1977 flscal
year.
SECTION 2.
That the City Manager is authorized to execute and file wlth
such appllcatlon an assurance or any other document requ1red
by the U.S. Department of Transportatlon effectuatlng the
purposes of T1tle VI of the Clvil R1ghts Act of 1964.
That James D Williams, Clty Manager, lS authorlzed to furnlsh
such additional 1nformation as the U.S. Department of Trans-
portatlon may require In connectlon wlth the application or
the proJect.
SECTION 3.
SECTION 4.
That the City Manager lS authorlzed to set forth and execute
afflrmative mlnority buslness po1icles ln connection wlth any
of the proJect's procurement needs.
