A RESOLUTION OF THE CITY COUNCIL Of THE CITY
OF SANTA MONICA WAIVING FORMAL BID PROCEDURE
AND AUTHORIZING THE DIRECT NEGOTIATION FOR A
LICENSE TO USE PROPRIETARY ACCOUNTING AND
BUDGETING COMPUTER SYSTEM
WHEREAS, the City of Santa Monica has need of a more accurate
and timely financial Information system; and
WHEREAS, the staff has researched the field and finds that the
ARIES Information System, Inc. design is the best available system meeting the
City financial and accounting requirements; and
WHEREAS, to advertise formally for bids would entail additional
delay and expense with no assurance of developing any other qualified bidder(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that the requirement
exists for an improved accounting and financial management system.
SECTION 2. That the ARIES system design is the best known
system meeting the City accounting and financial requirements.
SECTION 3. That to formally advertise for bids for this system
would entail delay and expense with no offsetting advantage.
SECTION 4. That formal bid procedure is waived and that the City
Manager is authorized to negotiate directly for lease with ARIES Information
Systems, Inc.
SECTION 5. The City Clerk shall certify to the adoption of this
resolution and thenceforth and thereafter the same shall be in full force and
effect.

adopted by the City Council of the City of Santa Monica at a regular
meeting thereof, held on the 8th day of February, 1977; that thereafter
the said ordinance was duly adopted at a meeting of the City Council
